Yes, it's something like that. The project lead*, Nena Antic, is a member of Wikimedia Serbia and there are several other people with various roles (generally involving PR and the like) who are also members of WMRS and/or similar like-minded friendly NGOs. But since there has to be an organization behind the CC localization, WMRS is the leading one. So, you could say we serve as some kind of a host for that. And this has worked pretty well. :)

* meaning, the main person responsible for the localization and adaptation of the licenses, so a lawyer behind it all

My understanding is that Wikimedia Germany and the Creative Commons affiliate share office space in Berlin, but that they are separate organizations.

In New York City, we have worked closely with the local Creative Commons office (and the Free Culture groups in the city), but there is no formal relationship.

Another input needed perhaps from Tzu-Chiang (Wikimedia Taiwan), who surprisingly (to me) give a Academia Sinica as an address. If I understand correctly, Academia Sinica host creative commons for Taiwan.
 
So any input as: "Now we have an agreement with CC, what to do with it?"
