generic_assay_type: TREATMENT_RESPONSE

Is it possible to link treatment responses to SAMPLE_ID rather than PATIENT_ID?

Much like in the CCLE 2019 study, the data I am loading are pdx, pdo, pdox, pdxo's etc. 

Or, would all those patient and patient-derived samples have to be loaded as psuedo-single samples?

If you are referring to the treatment response datatype described here, then by default it is on the sample level, see https://docs.cbioportal.org/file-formats/#note-on-patient_level for more information.
