116, the first release of the Nether Update, is a major update to Java Edition announced at MINECON Live 2019[1] and released on June 23, 2020.[2] This update overhauls the Nether by adding four new biomes, four new mobs (the piglin, hoglin, zoglin, and strider), and a multitude of new blocks, including many variants of blackstone as well as the respawn anchor used to set the player's spawnpoint in the Nether. It also adds a new netherite tier of equipment, obtained through ancient debris found rarely throughout the Nether.

Anyways, it's literally so simple. You download v1.16.1, unzip it, make full backups of your current site files and database, upgrade to PHP 8.0, copy over all the v1.16.1 files from upload/ to your running site, login to osTicket, and run the upgrader. If anything goes wrong (which it shouldn't) then restore everything from backup and retry.
KevinTheJedi Thanks for that - I re-attempted the upgrade as the first time I ran it it failed (My error) - Turns out my plugin's weren't up to date enough and wasn't being tracked in my PHP-FPM error logs. Which is where I had been checking for what was amiss. So, all I had loading up was a white page until I resolved the plugin's issue with FS and the 2FA plugin. The upgrade process worked like a charm though once the plugin issue was sorted.
You are correct. Jetbot does use it that way, but the WebRTC platform was designed for real-time control and two way video and audio, the 1.14 Gstreamer webrtc works fairly well at that, We have everything working EXCEPT the data channels.
However, when I run ldconfig -p grep libgst I actually see that all libgst* are still pointing to the .so in /usr/lib/aarch64-linux-gnu/, also when I run pkg-config --modversion gstreamer-1.0 I see the result is 1.14.5.
I am writing some c++ programs and need to build against gstreamer. May I ask how I cam completely replace all gstreamer libraries from 1.14.5 to 1.16.2?
I could not find a way to upgrade to version 1.16 let alone version 1.18 that is the one I need that has a lot of features I want to test like SCTE35 support, DVB compliant Transport Stream Muxer, etc etc.

We are pleased to announce the general availability of HashiCorp Vault 1.16. HashiCorp Vault provides secrets management, data encryption, identity management, and other workflow capabilities for applications on any infrastructure.
This new capability addresses important feedback from customers requesting the ability to make announcements to their internal Vault users with important information such as scheduled maintenance or known issues. Here is a simple example:
It allows admins to configure custom messages that display on the login page both before and after you log in. The amount of time those messages live is also configurable. The ability to make proactive announcements promises to help reduce the support load on operators by keeping relevant announcements inside the context of Vault, rather than through external channels.
Customers want to know immediately when certain events occur, such as when a secret is created, modified, or deleted. Applications and external integrations that rely on Vault for secrets management also need to be alerted when a secret in Vault is updated. This new event notification system allows subscribers to register to be notified of changes to their KV v2 or database secrets. At release, subscribers can include destinations such as the Vault agent (to allow for static secret caching), Vault subsystems such as plugins, or another Vault instance. We plan to support more secrets engines in the future.
In response to customer demand for automated certificate enrollment and management using the Enrollment over Secure Transport (EST) protocol, this release includes a beta capability to natively support EST in Vault PKI. EST is an industry standard protocol for securing devices based on PKI certificates. Vault customers can take advantage of this capability to manage large-scale certificate issuance for EST-capable devices such as IoT devices, network devices, routers, etc.
This new plugin capability helps eliminate long-lived cloud provider credentials for auth methods, secrets engines, and secret syncing. Admins can now use workload identity federation (WIF) to establish trust relationships and enable the exchange of identity from one system with another. For example, a Vault-created identity token can be exchanged for AWS credentials provided there is a trust relationship between Vault and AWS. This promises to eliminate a class of concerns around providing security credentials to Vault plugins.
In response to customer requests for greater customization of audit logs to support compliance needs, audit logs are now tunable so that customers can specify which fields they want to log and where to send those logs based on their content. 765-1.16. Determinations of public need. (a) The process of determining need in this section will be used in the evaluation of certificate of need applications requiring a review of the public need by the Public Health and Health Planning Council.
(1) There shall be a rebuttable presumption of no need for additional licensed home care service agencies in a planning area if there are 5 or more Licensed Home Care Service Agencies (LHCSA) actively serving patients within the planning area as of April 1, 2020. Beginning in 2021, the commissioner shall have the authority to adjust the target date for determining need for additional LHCSAs in a planning area, in subsequent years.
(2) Applications for licensure based on change of ownership for Licensed Home Care Service Agencies actively serving at least 25 patients will not be subject to public need review and shall be evaluated only on financial feasibility and the character and competence of the proposed operator unless the proposed operator seeks to serve patients outside of the approved planning area.
(4) The department shall review the adequacy of the need methodology set forth under paragraph (1) of this subdivision and issue a report to the commissioner, the Public Health and Planning Council, and other interested parties at the discretion of the Department of Health no later than three years from adoption.
