Utilizing these tools to determine impact of international development programming

I am just wondering if anyone in this group has heard of any attempts to look at specific development interventions to try and determine impact or be used as an evaluation tool. I realize this would be a fairly complicated endeavor in terms of collecting the right data to make this analysis possible, but I would like to discuss the possibility with anyone who has an interest.
