I regret I will be out of town on Saturday.

A few issues I think need addressing:

What are the plans for rototilling? Is this to be an annual thing? If
so it limits contents of gardens to annuals. Could a few plots along
the edge be reserved (and not rototilled annually) for those wishing
to grow perrenials?

How should the neighborhood kids be incorporated into the scene. If
they don't assume ownership it could be a constant battle as witnessed
by the stake dismantling.

The fence. This is probably mostly an infrastructure topic. But, what
is the purpose of the fence? Demarkation? Keep people out? Keep
animals out? Whatever?

From best practices from other Community Gardens:
 
  • Tilling is only needed to get going. After that mulching can maintain and improve the soil consistency.
  • Demarcation can be by raspberries or other perenials and space should be allocated.
  • A deer and critter proof fence would go from 18" below grade to 7' above grade and probably not be cost effective
  • A children's garden is extremely important for many reasons.
 
Other essential elements:
  • Compost storage area
  • Bulletin board
  • Picnic table
  • Tool Storage (foot locker?)
