CIL Compiler? C++ Translator?

In the group archives and in the Cat wiki I see mention of some neat
features that I'd like to play with. However, I can't find the
features themselves.

Where can I find the #c meta-command to compile to CIL?

Sorry about that, for now these features are gone. I am going to have
to remove the wiki, I haven't had have time to maintain it.

However, on the horizon is a brand new Cat implementation being built
from the ground up in C++. This will include a C generator, and a
bytecode back-end.
