The question of whether intelligibility is a cultural construct is
similar to the question of whether opinions are objective in
aggregate. As I hope is clear from the attached phonological control
standard from the Common European Framework of Reference,
intelligibility is more fundamental than accent intonation and
phonological stress.

To try to overcome some of the software bugs in pronunciation
remediation applications in the past which were not developed in light
of those facts, I've started a Spoken Language Interest Group inside
the IEEE Learning Technologies Standards Committee, the Wikimedia
Foundation, and I'd like to ask you to consider joining at least as an
observer, and hopefully more:
