Why don't routes point to localhost anymore?

Hi,

Can someone kindly explain that why does some routes point to 
redirect('https://crowdfunding.catarse.me/')
e.g. https://github.com/catarse/catarse/blob/develop/config/routes.rb#L169?

As per my understanding, when you run project locally, routes should point to localhost.

In older version, routes were pointing to localhost using `high_voltage`, e.g. https://github.com/sushant12/jvn/blob/master/config/routes.rb#L153

All help is appreciated.
