loose ring above rudder

The ring above the rudder through which the rudder post goes is loose. Is it meant to just be a separator and therefore loose or should it be screwed in? There are screw holes.

My ring gets loose and I’ve screwed the screws back in. Next time I have to do it I will use some silicone.

I know mine is loose. I noted this during our survey but the surveyor said it was fine and not an issue.

Thanks for the responses. Late yesterday a wee light went off in my head that we'd had this discussion some years ago. Sure enough I found a post from my good friend and fellow sailing companion, Chris McDonnell, which included a Catalina diagram of the rudder post. The piece that I was concerned about is the delrin washer which is meant to be free. However, the diagram does show set screws further up  (ergo inside the boat) that can be tightened. Diagram included below.
