Release Latest Castle Code

Hi All,

I am upgrading a solution using Castle to .netstandard 2.0

The current code base seems to support that, but the last released version does not.  I can do an internal release to our local NuGet server, but I prefer to use the "official" package.  The last official release was over a year ago.

What is the process to get an official release done?
