WCF Facility cannot create username credentials?

Hi all, 

Reposting my stackoverflow question here to hopefully get some interest in it. General gist is that I am trying to configure a client for a WCF service I am not in control of using a "TransportWithMessageCredential" security mode with a user name and password credential. However the fluent API is seemingly not setting the values from the component registration and when called the client credentials are both null.
