contributing code to Case Tracker

Since the project has now switched to Mercurial for source control
management, I propose the following workflow for contributing code:

New contributers create a publicly accessible clone of the project's
repository where they can develop and commit. I suggest BitBucket or
Google Code.
As the integrator, I pull changes from such repositories and commit to
the project's repo.
