Hmm, i'd say it depends on the device -- i think many are still too slow to do rendering at an acceptable speed.
But there's no other technical barrier -- Android does not have pinch javascript events but you could work around that.
The simplest way might be to set it up with an offline cache manifest:
and it'd just load in the browser but if you did have web access, it'd get the latest version of all the map data. Then if you're offline it will rely on the local cache to load Cartagen and any data you like. Cartagen already caches vector tiles in LocalStorage, BTW, so that part should already be working.
