The March Town Board Business Meeting will be held at the Caroline Town Hall by Zoom videoconference. Members of the public may attend in-person or by Zoom. Minutes and video recordings will be posted on the Town of Caroline website. Comments may be provided at Privilege of the Floor during the meeting, by email (cl...@townofcaroline.org), or by mail (PO Box 136, Slaterville Springs, NY 14881).

1Resolution ____ of 2026. Approve 5-year Purchase Agreement for 2025 Western Star Snow Plow
Whereas, with authorization for the Town Board, the Highway Superintendent ordered the Western Star snow plow truck from Tracey Road Equipment under New York State Bid Contract and the truck has been furnished and is now at the Highway Department; and
Whereas, the Supervisor has evaluated financing options and recommends a down payment of $67,723 from Highway Department Unreserved Fund Balance, leaving $472,000 in Unreserved Fund Balance, 20% of 2026 Highway Budget Expenditures ($2,360,000), which is the recommended maximum of the Town’s Fund Balance Policy; and
Whereas, this will leave a balance of $245,522 to be paid on the truck; and
Whereas, 2026 funds available for highway equipment purchase are currently $233,000; and
Whereas, financing the balance of the snow plow purchase via installment financing will leave funds available for anticipated highway equipment needs in 2026; and
Whereas, considering both the interest payments (6.06%) and estimated interest earnings of town funds (3.45%) retained until the payment dates, the Supervisor estimates a cost of about 10K for installment financing; therefore be it
Resolved, the Caroline Town Board hereby recommends the installment financing option for the balance of the truck payment in order to maintain sufficient available funds for town equipment, services, and exigencies; and further be it
Resolved, the Caroline Town Board hereby authorizes the Supervisor to sign a five-year installment financing plan offered by Daimler Truck Financial Services USA, LLC, to be paid annually in advance (at start of financing year).
2Resolution ____ of 2026. Approve service agreement for website maintenance services.
Resolved, the Caroline Town Board hereby approves a service agreement with Yvette Burggren to provide periodic audit and maintenance services for the town website at $75/hr at the direction of the town board.
