520-3900 is not available during the time period of the upgrade

a) i think you mean AVERAGE IQ ... collective IQ with hundreds fewer

I wasn't complaining, I was trying to clear up an ambiguous matter. He
stated that "all the modems would be down" and then he contradicted it by
enumerating all of the modems that would be down omitting 520-3900,
implying that that number would be available. Obviously he simply made a
mistake, and the matter is now cleared up, and all of you flamebrains can
go on to other threads.

It's not available during school hours. School is finished as of sometime
around now. (I'm not sure exactly). The concern about modem traffic on
3900 when the staff and them are trying to get in on these lines only applies
during the academic term. (Of course this doesn't mean that some person
that isn't firing with all the ion engines might not have kept
the restriction into times when it does not apply; witness the CHAT time
limit applying in the wee hours and, in weakened form, in the summer, and
witness the freenet 1 hour time limit applying in the wee hours even
though they understood the uselessness of time limits at those hours when
they set up their 2-hour limit...)

Actually this is completely wrong.
The reason that the 3900 line isn't available during the day is because
it's used by Administration as normal voice phones during the day.
After 17:00 all these offices are closed, and the lines are made available
to modem users.
Since all these offices are open during the summer , then obviously the lines
cannot be available during the weekday.

I did not make a mistake. The operation of the 520-3900 modem pool was not
going to be affected by the downtime so I did not include it in the list.
Had I included it, I am sure that someone would have pointed out that 520-3900
is not available during that time.

520-3900 wasn't available so it wasn't affected. Yes, it was down, but it
did not affect any users. Since no users were affected, it doesn't really
matter that 3900 was affected even though it really is not available. When
3900 is available, I try to make sure that it is not affected. If ever 3900
is going to be affected when it is supposed to be available, I'll be sure to
post an informative message.
The point is that 520-3900 is NEVER available during the day. Since nobody
would be using 3900 during the scheduled downtime, it really was not necessary
(IMO) to include 3900 in the original announcement.

1) There are summer courses for undergrads.
2) Grad students are generally here in the summer.
3) Preparations by various departments for the next regular year
is done in summer.
And I am sure I am missing quite alot of other reasons why in this
list.
Universities are year-round institutions, behind the scenes.
