Can someone tell me how to create a newsgroup that would be accessible to
all users of the internet? I understand this is a complicated process but
I'm willing to do it anyway.

As long as you start your newsgroup with Alt. then it doesn't have to be
approved by some board and you save some of your happy time. Yay.

His question was 'how'. You have to email someone.. i think its something
like 'ccs_help', but my point of this response is to let you know for one
its supposed to be quite easy (from what I hear) and second: I know
someone that just recently was trying to do this and the guy in charge
simply has his email in auto reply mode that said something to the effect
of "I am very busy, I have over 200 unread messages in my mailbox and
havent read any of them. I will not be getting to them anytime soon".
So, no matter how easy it is, its kind of tough when the guy in charge
doesnt have time to do it.

Good luck

If you want to know how to create an alt.* newsgroup go read the FAQ in
alt.config that describes the procedure.

Fortunately I only have to get involved if someone wants to create a carleton
newsgroup.
