JCS Mission Statement: The Joint Staff assists the Chairman of the Joint Chiefs of Staff in accomplishing his responsibilities for: the unified strategic direction of the combatant forces; their operation under unified command; and for their integration into an efficient team of land, naval, and air forces. The Joint Staff is composed of approximately equal numbers of officers from the Army, Navy and Marine Corps, and Air Force. In practice, the Marines make up about 20 percent of the number allocated to the Navy.

As a Knowledge Management Specialist you will be responsible for the following duties:
- Manage the MILSEC KM Working Group, the development of KM skills, the virtual work environment (VWE), and facilitate the sharing of best business practices across the joint training enterprise.
- Develop design, setup and maintain the MILSEC KM Network (Share Point) for knowledge dissemination and data collection.
- Use Sharepoint, to develop and maintain processes for tracking and rapid retrieval of action items and data designated as official records for recruitment, staffing & manpower, performance evaluations, civilian professional training and awards.
- Perform and prepare information using advanced excel functionally such as pivot table, formulas, and calculations, and overseeing the maintenance and reconciliation of the records.
- Develop migration plans for content in order to support and promote communities of practice.
- Develop and implement a change management program to assist in moving the MILSEC towards knowledge-centric culture.
- Implement assigned projects using KM tools and techniques such as tracking labor costs using Organizational Resource codes (ORCs), Appropriations, and Program Element Codes (PEC) and civilian personnel processes, which include the funding review of personnel action requests. Develop and present briefings as required to promote KM.
- Ensure staff is trained / oriented on using the KM system by developing training plans and materials for teaching the organization how to access and use the KM systems.
- Analyze proposed human resource actions such as personnel losses based on attrition levels for succession planning and to project on board strength.
- Develop and implement policy and program guidance as it relates to Budget, Manpower, Human Resource, and Human Resources Information Systems, which supports the integration and synchronization of KM across MILSEC.
- Develop and present information briefings explaining technical and operational issues regarding KM.
- Setup and maintain a KM Network using Share Point tools to import/export large amounts of information and to maintain databases for knowledge dissemination.
- Maintain virtual KM libraries, data repositories, knowledge maps, training support packages and other material within the MILSEC that support manpower, workforce planning and human resources information systems.
