    Summary

    You will serve as a KNOWLEDGE MANAGEMENT SPECIALIST in the CNIC DIVISION of COMMANDER NAVY REGION EUROPE located in Capodichino, Italy. The primary purpose of this position is to serve as the Regional Knowledge Management Specialist and subject matter expert in the use of operational information and knowledge management systems at the assigned Navy Region, including data entry, information management, and information output.

    Responsibilities

    • You will promote knowledge sharing among adjacent regions, intstallation Emergency Operations Centers (EOC) and stakeholder organizations through collabrative business processes.
    • You will support operations in the Region Operations Center (ROC) at all levels of Crisis Action Team (CAT) activation with procedural and technical expertise during all-hazards exercises and real world incidents.
    • You will develop local procedures to support USN information assurance requirements to ensure the security and integrity of ROC systems and database information.
    • You will assist in developing processes for the capture, storage, and retieval of knowledge content and establish/maintain repositories of Region plans, briefings, reports, papers and other documents.
    • You will maintain library of training materials for all supported applications, including user manuals, reference guides, and training records.

    • Must be able to work/support modified schedules, attend Government specific training, coordinate information exchange protocols with local knowledge managers/other operation centers, and collaborate during high tempo exercise/real world operations.
    • Occasional travel is required by car and plane for meetings, conferences, and training.
    • Position is designated as Non-Combat Essential in accordance with DoD DCPAS Instruction Guide.
    • Incumbent is designated as mission essential in accordance with OPNAV and CNIC 3440.17 instructions and may be directed to report to place of duty during periods when the host installation is closed.
    • Incumbent may be directed to deploy on short notice in advance of, or in response to, major incidents and events within the Region to augment the Regional Emergency Response Group operations or installation-level EOD staffs.
    • Incumbent may be required to receive an annual or pandemic influenza vaccine.

    Qualifications

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing the concepts, processes, tools, and methodologies of Knowledge Management (KM) to ensure the integration of the four pillars of KM (people, process, tools, and organization) into the commands KM environment; 2) Collaborating with other to develop, monitor, and improve information systems, reporting mechanisms, and data infrastructure in order to develop and maintain Situational Awareness (SA) in accordance with region information requirements; 3) Analyzing and evaluating methods/techniques to plan, schedule, and conduct projects/studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations; and 4) Producing presentations, training materials, executive summaries, technical documentation, and other general communications to clearly present issues and recommendations, both orally and in writing.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

    PHYSICAL DEMANDS:
    The work is sedentary, being performed for the most part in an office or conference room while seated at a desk or table. The incumbent may be required to lift and carry books, files, documents, records, and working papers. A moderate amount of walking and standing is required in getting to and from meeting/conference sites away from the work site. Some travel is required (less than 20%). During technical assistance visits to installations and activities, employee is required to conduct walk through inspections of emergency and other storage and classroom facilities. When augmenting Regional ERG operations or installation-level EOC staffs may require physical demands at incident scenes to help coordinate response in support of the Incident Commander, and serve as the eyes and ears of the EOC OIC, on scene.

    WORK ENVIRONMENT:
    Most work is performed in a properly heated and ventilated, air conditioned, and well-lighted office setting. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Assignments require occasional visits to industrial areas which involve minimal risk of exposure to various hazards such as toxic material, high noise levels, explosives, ionizing and non-ionizing radiations, high intensity optical and infrared sources, laser light sources, and dust/fumes. Protective equipment and clothing are sometimes necessary. Observance of special safety precautions is required.
