Summary

The KNOWLEDGE MANAGEMENT SPECIALIST reports to the Information Management and Technology (IM&T), Division Policy and Planning, Knowledge Management (KM) Branch Chief. The KMS implements KM initiatives following established DSCA/IM&T Project Management methodology, promotes knowledge sharing across the agency and ensures KM initiatives support and align with the mission and goals of the agency while improving operational effectiveness of users.

Responsibilities

As a KNOWLEDGE MANAGEMENT SPECIALIST, GS-0301-12/13, your typical work assignments may include the following under supervision:

  • Develop and implement effective Knowledge Management (KM) strategies, content management strategies, knowledge sharing and transfer policies, processes and procedures.
  • Provide advice on KM governance, theory, social networking, and collaboration.
  • Apply techniques for knowledge and information mapping, knowledge audits, and other techniques required to assess the knowledge and information needs of personnel.
  • Recommend changes in overall KM policies and objectives based upon continuous observation and analysis of assigned functions.
  • Facilitate lessons learned forums, communities of practice, interviewing, training, and additional forms of knowledge capture and transfer.

    Qualifications

    You may qualify at the GS-12 level, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to conduct knowledge assessments; design templates/formats for computerized knowledge products; identify knowledge management (KM) initiatives and training users on a knowledge management system.

    You may qualify at the GS-13 level, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to develop and implement policy and program guidance governing Knowledge Management (KM) initiatives; Assess the needs of knowledge workers and the efficiency of knowledge management and change management processes; Educate leadership on the benefits of knowledge management in accomplishing program goals.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
