Responsibilities

  • Provides recommendations for direction on Directorate development planning activities; plans, formulates, interprets, and implements processes and procedures.
  • Maintains a continuous liaison with other Directorates, AFLCMC, and AFMC, MAJCOMs and HQ USAF and their installations.
  • Prepares and presents briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.
  • Prepares, presents, and interprets studies to the Director and/or other high-level management officials.

Qualifications

SPECIALIZED EXPERIENCE: One year of specialized experience which includes planning, developing, analyzing and/or implementing special projects, facilitating knowledge sharing through business processes and systems, and information systems management. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Program Series.

Due to the use of 90-day rosters, this period of experience may be completed within 90 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-11 grade/level or equivalent position in the federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12l evel. TIG applies if you are in a current GS position or have held a GS position within the previous 52 weeks. Due to the use of 90 day rosters, applicants within 90 days of completion of the TIG requirement are encouraged to apply.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of AF functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of Mobility organizations to provide high level staff guidance.
2. Knowledge of DoD and AF planning, programming, budgeting and execution; policy and procedures and schedules for developing Program Objectives Memorandum (POM), unfunded or sole source procurement requirements justifications, and issue papers.
3. Knowledge of a wide range of business management principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and
present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
4. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop for consideration COAs to better support mission objectives, select and coordinate with appropriate parties of interest, and champion AFLCMC/WL opportunities in the corporate process.
5. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.
6. Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.communicate effectively, both orally and in writing, negotiates complex issues, and maintains good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
