  • Summary

    You will serve as a Knowledge Management Specialist of COMMANDER, NAVY REGION NORTHWEST.

    Responsibilities

    • You will maintain the regional Common Operating Picture (COP) using the C4I Suite and all other available information systems in the Regional Operations Center (ROC).
    • You will coordinate with N37 to develop procedures, training, and documentation processes for Regional Operations Center information systems.
    • You will promote knowledge sharing among adjacent regions, Installation Emergency Operations Centers (EOC), and stakeholder organizations through collaborative business processes.
    • You will maintain training materials for all supported applications, including user manuals, reference guides, and training records.

    • You will be required to obtain and maintain a current Knowledge Manager certification. If you do not have one, it must be obtained within 12 months.

    • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
    • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

    Qualifications

    Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Aligning command processes, information requirements, and available technology to facilitate staff self-synchronization, information exchange, and collaboration; 2) Building military staff awareness of how organizational processes interrelate, providing analysis and advice regarding the application of knowledge management initiatives to ensure program goals and objectives are met; 3) Developing information systems, reporting mechanisms, and data infrastructure in order to maintain Situational Awareness (SA) and Situational Understanding (SU) in accordance with the regions information requirements; 4) Using statistical and data analysis to test databases, determine error rates, and/or establish quality standards; 5) Explaining policies, goals, procedure, and regulations to assigned subordinates.     The work is sedentary, being performed for the most part in an office or conference room while seated at a desk or table. The incumbent may be required to lift and carry books, files, documents, records, and working papers. A moderate amount of walking and standing is required in getting to and from meetings/conference sites away from the work site. 

    During technical assistance visits to installations and activities, employee is required to conduct walk through inspections of emergency and other storage and classroom facilities. When augmenting Regional ERG operations or installation level EOC staffs may require physical demands at incident scenes to help coordinate response in support of the Incident Commander and serve as teh eyes and ears of the EOC OIC, on scene.

    Assignments require occassional visits to industrial areas which involve minimal risks of exposure to various hazards such as toxi material, high noise levels, explosives, laser light sources, dust/fumes, etc. Protective equipment and clothing are sometimes necessary. 

    Must be available to work and support modified schedules, to attend Government specific training; coordinate information exchange protocols with local knowledge managers and other operation centers; and collaborate during high op-tempo exercise/real-world operations. 

    Incumbent may be directed to deploy on short notice in advance of, or in response to, major incidents and events within the Region to augment the Regional Emergency Response Group operations or installation-level EOC staff. 

    Incumbent may be required to receive an annual or pandemic influenza vaccine.
