Installation problem in care2x 2007

Hello guys,
I am developing the care2x for Nepal, and I am working in the care2x
2002. I am trying to update this in care2x 2007 but getting problem in
installation.
At first while installation the optional packages dont get installed
( icd 10 en , ops301 DE etc) no optional package installs it gives the
error "Could not open file for reading."
After that i tried substituting the old database on the new installed
one, it only displays the 'login' amd 'main' menu.
It doesn`t accept the login too.
Please help as soon as possible....
