Precompiled Tests -- Much Faster

I rewrote a portion of the Rakefile to cause the tests to be
precompiled to pir before execution. This means that unless you change
the parser, subsequent reruns are much, much faster:
Test statistics:
The test suite took 0:25.
564 tests were run, from 92 files.
468 tests passed, 0 of which were unexpected.
96 tests failed, 96 of which were expected.

(I also discovered a bug during this.)
Additionally, I added a global switch to the top of the Rakefile, to
enable running the tests with stock Ruby, for comparison. (test:all
with Ruby takes about 2-3 seconds; lots of work to do)
