However, depending on how a download tool is set up by the manufacturer, it can happen that the download tool completely blocks the download of data from the tachograph's mass storage due to the warning message 25.

The mass memory from the DTCO 4.0 and the corresponding driver cards can be downloaded with a DLK Pro S. There will be a software update for the DLK Pro S for the DTCO 4.1, which we will make available via our VDO portal. This software update enables the mass storage device to be downloaded from the DTCO 4.1 and Generation 2 Version 2 (G2V2) maps.
The requirements for Gen1 and Gen2 V1 driver cards were set some years ago and at that time it was not foreseen to store border crossings on these cards. Therefore, border crossing information is not available on the daily printout of these driver cards. However, the DTCO 4.1 stores border crossings in the mass memory, so they can be displayed on the vehicle's daily printout.
If a terminal device is connected via Bluetooth and you have inserted your company card into the tachograph, both the mass storage data and the data of an inserted driver card can be downloaded via Bluetooth.
Since the DTCO 4.1 can communicate via Bluetooth, it is possible to make entries or view evaluations via the VDO Fleet App (available Q3 2023). For example, manual supplements can be created more conveniently and a quick overview of the working and driving times already worked or the driving breaks and rest periods still to be taken can be obtained. The connection between the smartphone and the tachograph no longer requires additional hardware such as the DTCO SmartLink Pro. The scope of services and information provided by the app depends on whether you, as the driver, have consented to the transfer of personal data or not.
As of 1.7.2026, those vehicles with which cross-border journeys are carried out and which are subject to recording and which have a maximum permissible mass between more than 2.5 t and not more than 3.5 t will follow. If these vehicles are already equipped with a tachograph, the installed device can be operated until 30 June 2026 at the latest, regardless of the date of first registration of the vehicle, as a second-generation tachograph version 2, for example a DTCO 4.1, must be installed from 1.7.2026. If a tachograph is not yet installed, the same requirements and date apply.
From July 1, 2026, the EU social regulations will apply and thus also the recording by tachograph for vehicles for the transport of goods with a maximum permissible mass of more than 2.5 t. What does that mean for me as a service provider, dealer or craftsman?
If these companies use vehicles or tractor-trailer combinations with a maximum permissible mass of more than 2.5 t and no more than 3.5 t for cross-border goods transport or for own-account cabotage, the following applies from 01.07.2026 in accordance with Article 3 letter, depending on the individual case ha) in conjunction with Article 2 Paragraph 1 Letter aa) of Regulation (EC) No. 561/2006, an exemption from the driving and rest time regulations and thus also from the obligation to have a tachograph installed in the vehicle.
In Germany, as of May 2023, it is still unclear which wording will be used to adapt the national legal basis (driving personnel law and driving personnel ordinance) to the EU law amended by the EU Mobility Package I. Only after these legal bases have been adjusted will it become clear whether companies that meet the requirements formulated in EU law can also benefit from the exception for purely national transport. As of May 2023, journeys in company traffic in Germany with a maximum permissible mass of more than 2.8 t must be recorded (by "daily control sheet" or by tachograph, if one is installed), unless an exception under paragraph 1 or 18 of the Drivers' Ordinance applies.
If the above or any other exception is not applicable to the company's carriage, international (and where applicable also national) carriage on own account or on own-account cabotage involving vehicles or towing vehicle-trailer combinations with a maximum permissible mass of more than 2.5 t from July 1, 2026, a second-generation version 2 tachograph, for example a DTCO 4.1, must be installed in the vehicle. Vehicles that cannot be equipped or retrofitted with a corresponding tachograph may not (from July 1, 2026) be used (any longer) for such transport.
From July 1, 2026, the EU social regulations will apply and thus also the recording by tachograph for vehicles for the transport of goods with a maximum permissible mass of more than 2.5 t. What does this mean for me as a carrier?
In Germany, as of May 2023, it is still unclear which wording will be used to adapt the national legal basis (driving personnel law and driving personnel ordinance) to the EU law amended by the EU Mobility Package I. Only after the amendment of these legal bases will it become clear whether freight carriers based in Germany will also use tachographs to record carriage that takes place exclusively on the territory of the Federal Republic of Germany with vehicles between more than 2.5 t and no more than 3.5 t maximum permissible mass have to make. As of May 2023, goods transport for third parties for a fee in Germany with a maximum permissible mass of more than 2.8 t must be recorded (by "daily control sheet" or by tachograph, if one is installed), unless an exception under paragraph 1 or 18 of the driving personnel ordinance applies.
Drivers also benefit from the fact that the DTCO 4.1 can communicate via Bluetooth. Via the VDO Fleet App (available Q3 2023), entries can be made or evaluations can be viewed. For example, manual supplements can be created more conveniently and a quick overview of the working and driving times already worked or the driving breaks and rest periods still to be taken can be obtained. The connection between the smartphone and the tachograph no longer requires additional hardware such as the DTCO SmartLink Pro. If you do not consent to the transfer of personal data, the scope of services of the app or other applications may be limited.
The processing and evaluation of the data stored by the tachograph offers fleet operators numerous opportunities to document legally compliant behavior or to react precisely in violations occur. The key to this is the VDO Fleet cloud solution. The data, which you either upload manually to our security servers or which is downloaded fully automatically from the tachograph's mass memory and driver cards via remote download, goes through an analysis process at the end of which compliance with numerous requirements has been checked. You receive vehicle and personal evaluations and can use the scorecards provided to see at a glance whether the regulations have been complied with or whether there is potential for improvement in driver or vehicle management. All data, documents and information are archived via the installation-free cloud solution.
From 21.8.2023, the second version of the smart tachograph will be installed in new vehicles. The general abbreviation G2V2 has been established for this. VDO sells this tachograph under the designation DTCO 4.1.

1. What is a Digital Tachograph?
The digital tachograph is a control device for road transport which is composed of a Vehicle Unit (VU) essentially containing a printer, two slots for the cards and a display. It is connected to the gearbox via a secured sensor.
The VU is the brain of the system. It is able to hold data in the mass memory on drivers and their periods of driving and duty for about a 12 month period. It also and among others holds data relating to faults, attempts to tamper with the system, over speeding, calibration details, and when data has been accessed, for example, by the Police.
It functions with smart cards. Drivers, companies (operators), workshops (tachograph calibration centres) and enforcement officers (Police for example) have each smart cards according to their specific needs. These enable them to use and / or give access to the data in the VU.
2. Since when is the use of the Digital Tachograph mandatory?
The digital tachograph is mandatory in all new registred vehicles at AETR level as from 16th June 2010.
3. Since when should vehicles be fitted with Digital Tachographs?
Since the 16th of June 2010 at AETR level.
4. Must all vehicles with traditional analogue tachograph be converted and equipped with digital ones?
No. There will be no retrofitting of existing vehicles with the introduction of digital tachographs. This Regulation only applies to vehicles applying for registration for the first time after deadlines have been adopted.
5. How will roadside checks be carried out in the future?
Both digital tachograph and analog tachograph will be controlled.
6. What is a Driver Card?
It is a smart card to be used every day when taking over a vehicle fitted with a digital tachograph. It stores drivers' activities and has an average meory capacity of 28 days.
7. Who can apply for a driver card?
Yes.
In a workshop, each technician in charge of digital tachographs can be issued with a Workshop Card if duly trained.
18. What data are stored on the Workshop Card?
Mainly the details of the card's owner and the data relating to the last 88 calibrations performed with this workshop card.
19. What happens when my Workshop Card is full?
Data from the last 88 calibrations are stored on the Workshop Card. When the memory of card is full, it overwrites.
There are four types of smart cards that can be used with the digital tachograph: the driver card, the company card, the control card and the workshop card. In this article you will learn more about the use of these specific cards, their design and key features.
