BLOCKED ACCESS THROUGH MOBILE NETWORK

I tried to access Dropbox or Drive on an iphone and received this error message:"blocked access through the mobile network" - any more info on what happened?

i can regularly log on through other app, and was eventually able to access the cloud service, but would like to know how to not get the error message again.
