Dear APRCEM Disability Constituency Members, Colleagues, and Friends,

Hope this email finds you all in good health, heart, and spirit. 

The Asia-Pacific Regional Civil Society Engagement Mechanism (APRCEM) engages in sustainable development processes and the Disability Constituency is part of it. 

The APRCEM facilitates the participation of civil society at the Asia Pacific Forum on Sustainable Development and the Disability Constituency under the umbrella of the AP-RCEM forms a part of that. The Constituency works to ensure that persons with disabilities from the Asia Pacific can unify their messages as a stakeholder group and are able to connect and interlink messages with the wider regional civil society, the UN, and the Member States. A key component of the organizational structure of the Constituency is the role of Focal Point. The Focal Point shares information and opportunities to coordinate joint messages and carry out advocacy outreach. The Focal Points ensure that the workstreams adhere to the text of the CRPD, the 2030 Agenda, and other key documents.

As you all know, the Pacific Disability Forum (PDF) has served as the Focal Point for the past several years and now as the Interim Contact Point for our Disability Constituency. 

With a recent APRCEM RCC Meeting, the committee discussed the matter relating to the APRCEM Transition and Election. Based on the election guidelines, the outgoing focal points and interim contact points have started their process of affirming via email. As an Outgoing Focal Point and Interim Contact Point for our Disability Constituency, this email serves to affirm the Interim Contact Point as an Official Focal Point based on a ‘no objection basis’. This means that the PDF will automatically be accepted unless someone replies to this email breaking the silence. In this instance, a Zoom call should be facilitated in consultation with APRCEM Election Committee and Co-chairs. 

Also, kindly note that APRCEM membership is based by organization, not individual. Considering that my term as the PDF Female Co-chair ends at the upcoming PDF Annual Board Meeting in August this year, it's the decision of PDF Board if PDF will continue this role and identify a Board Member to be a representative for the next two years.

Agree that the PDF as the regional body remains as the contact point and that the PDF board will decide it’s representative accordingly

Warm pacific greetings! Hope you all are doing well, happy and healthy.

Thank you Dear Co chair Lany for your email and for sharing this. 

I must commend you for the work you have tirelessly done, especially considering the fact, that in addition to this role ( as our focal point) which requires your full attention, you also wear so many other hats which demands your input and representation. Yet you try your best to squeeze everything in your already packed busy schedule. The good relations you have built through your leadership with APRCEM is admirable.

I also would like to take this opportunity to thank PDF for the support which they provided through Telesia’s great work. She’s a brilliant addition and an asset.

Co Chair Lany, seeking clarification  on the duration PDF has been in this role as contact point, with Interim duration included. 

As this will determine that we, in all fairness, collectively come to consensus. Since our Disability Constituency is Asia Pacific Disability Constituency on Sustainable Development, where I believe we need to be respectful, fair and provide equal opportunity for representation to both Regions to strengthen the Constituency and for solidarity.  Thank you.

Thank you for sharing the details.

Maybe a meeting can be arranged among those who are interested to take the responsibilities, such as the ASEAN Disability forum and others.

Principally it is good to keep circulating the responsibility among different regions, provided that there is organization willing to take responsibility and has required capacity. 

I think so far South Asia, and the Pacific had this responsibility, right?

We appreciate Pacific Disability Forum (PDF) who did a great work as a focal point, in the past years, specially during the COVID under your leadership. 
PDF may continue as a focal point if other interested organizations may agree, after the meeting.

Danishkadah (Pakistan) and  APFHD (Asia-Pacific) are always here to support our disability constituency in whatever way possible.

Thank you for all your responses and support.

Let me give you some useful background information and clarification on this role.

The Pacific Disability Forum (PDF) has had the role of Focal Point of our Disability Constituency since 2018. The past PDF Deputy CEO, Savina Nongbetau firstly assumed this role at the end-September 2018 while I took it over in mid-August 2019. We've had this role serving our first term for the past 5 years due to COVID-19 pandemic and delays of APRCEM election and internal matters. I did my best to fulfill the tasks and responsibilities of this role with the support of assigned staff from the PDF Secretariat and other support from the International Disability Alliance (IDA), Sightsavers, among others. Also, I do remind you that Ms. Abia Akram from Pakistan was the Focal Point before PDF assumed the role in September 2018.

I'm attaching herewith the Disability Constituency Terms of Reference and Focal Point Role and Responsibilities for your reference.

Please be informed that the Focal Point position in APRCEM is organizational, not individual. I also understand that there are organizations interested for this post. Hence, I am calling our Disability Constituency's zoom meeting to address the concerns raised, discuss whether to support or object the PDF as our Constituency Focal Point for another term, and plans moving forward. This meeting will be held on Thursday, June 1 at 430pm Fiji time (1130am Bangkok time). APRCEM Co-chair/s and Secretariat will facilitate this meeting with the support of APRCEM Election Committee and Disability Constituency Focal Point.

Telesia at the PDF Secretariat, kindly appreciate your assistance to share the zoom link and details for our meeting.
