Thank you for your emails, Nalini. 

Just got off a call with Julia at the APRCEM Secretariat. The call for nomination is for all the Constituencies and Subregional Focal Points. The Pacific Disability Forum is still a current Focal Point for the Asia Pacific Disability Constituency. As you know, this role hasn't been easy on PDF for the past years. But, we have worked hard with the support of members and partners to organize and establish it well with its own mandates. Such mandates are Terms of Reference for the Disability Constituency, Role of the Focal Point, and other relevant documents secured in the PDF Secretariat. Should any organization or anyone feel that PDF should discontinue its role, then please your suggestions and comments are welcome here. The deadline for the call is tomorrow, Feb 16. 

The APRCEM Secretariat is copied here if you have any questions, concerns, or clarifications on this Call for Nominations and Election Process.

The  Asia-Pacific Regional CSO Engagement Mechanism (AP-RCEM) is opening the Call for Nominations for the Election of Constituency and Sub-Regional Focal Points [AP-RCEM Regional Coordinating Committee].

 

What is the APRCEM?  APRCEM is a civil society platform aimed to enable stronger cross constituency coordination to ensure that voices of all subregions of Asia and the Pacific are heard in intergovernmental processes at the regional and global levels. The platform is initiated, owned and driven by the CSOs, and seeks to engage with UN agencies and Member States on sustainable development processes. As an open, inclusive, and flexible mechanism, AP-RCEM is designed to:

  • Reach the broadest number of CSOs in the region.

  • Harness the voice of grassroots and peoples' movements.

  • Advance development justice that addresses the inequalities of wealth, power, resources between countries, between rich and poor and between men and women and other social groups. 

What are the Constituencies of the APRCEM? To gather the broadest voices from the region, our structure is tailored to ensure representation of 17 constituencies (women, farmers, fisher folks, social and community enterprise, dalits and discrimination based on work and descent, , indigenous peoples, NGO, science and technology, older people, people with disabilities, people living with and affected by HIV, migrants, trade union and workers,  youth, children and adolescent, urban poor, LGBTIQ, and people displaced by conflict, disasters and climate change), and 5 sub-regions (South East Asia, South Asia, Central Asia, East Asia and the Pacific). For more information about AP-RCEM, please click: http://asiapacificrcem.org/about-rcem/what-is-the-rcem/structure-of-rcem/

 All APRCEM constituents will have the right to:

1) Represent APRCEM as speakers, discussants and panelists in meetings and forums.
2) Vote, nominate or be nominated in APRCEM elections/selections and other decision-making process. 

See attached document operational guidelines for the detailed description of APRCEM constituents’rights and responsibilities.

We are happy to announce that we currently have over 500 organizations listed as AP-RCEM constituents per January 2022, you can see the lists in the attached document: 2022 Updated list of APRCEM members

What are the Focal Points? Each of the 17 sectorial and 5 sub-regional constituencies will elect/select their own focal point. The focal point position is organisational instead of individual, with each organization assigning one main contact person, and one alternate.  They should be willing to serve for a term of three years. Note: there will be a handover period of 6 months from the former to the new Committee member. All focal points will constitute the Regional Coordination Committee.

What is the Regional Coordination Committee? The Regional Coordination Committee (RCC) will be collectively responsible for facilitating and coordinating the work of the entire AP-RCEM.

Based on the attached operational guidelines, Responsibilities of Regional Coordination Committee collectively and individually as focal point are as follow:   

  1. Information: Sharing information on the sustainable development related processes and the AP-RCEM to CSOs in the region and feeding back information from constituencies to the AP-RCEM as a whole.

  2. Outreach: Inviting CSOs from the various constituencies to engage sustainable development and other related processes through the AP-RCEM.

  3. Policy development: Facilitating process of coming up with common regional, sub-regional and/or constituency positions and recommendations through thematic working groups related to sustainable development whenever possible.

  4. Engagement: Facilitating the participation of CSOs in regional, sub-regional and international processes in order to bring regional positions and perspectives related to sustainable development, while ensuring that such engagement is relevant to advocacy, education, organizing, mobilization and/or other related work of members at the national level.

  5. Capacity-building: Facilitating and supporting CSO initiatives such as research, education, advocacy, campaigning and skills-sharing for more effective engagement on sustainable development processes

  6. Test and enrich structures and processes for the AP-RCEM: facilitating the collection and systematization of recommendations from the participants on how to improve the functioning of the AP-RCEM. 

  7. Resource mobilization: Raising funds for all of the above and ensuring transparency and accountability to our constituencies.

  8. External Relations: Ensuring the facilitation of other groups representing constituencies within RCEM (external affairs or relationship management), include co-chairs in group.

Three (3) Co-Chairs will provide leadership for RCEM.  The RCC members will nominate from amongst themselves (self-nominations allowed) and consensus must be reached within the RCC. Co-chairs and RCC will coordinate among themselves on secretariat tasks for the operational of APRCEM.  

 

Criteria for Constituency and Sub-Regional Focal Points:

  1. Preferably regional and national organisation with working scope in Asia and Pacific, or international organisation with regional (Asia Pacific) office with most of the board coming from Asia and Pacific. 

  2. For constituency focal points, priority will be given to constituency-based organisation that represents that particular constituency (example: women constituency focal points should be from women organisation, youth constituency focal point should be from youth organisation, etc). Nominees must demonstrate that they have a priority or primary interest or substantial work experience in addressing issues related to that constituency

  3. Organisations should have interest, capacity and documented experiences in coordinating the CSOs in Asia Pacific in general, and in specific within their constituencies, particularly in building common positions and facilitating collective decision making process; as well as bringing constituency concerns and issues to the regional and global levels.

  4. Organisations should have the capacity and commitment to fulfill the responsibilities and task as constituency and sub-regional focal points as mentioned above, each organisation should assign 2 contact people (1 main, and 1 alternate) to coordinate the constituency.

  5. Sufficient human resources for its representative to be able to engage in the policy process for at least 2 years. At least one staff person should be able to dedicate at least 20-30% of their time to participate in and lead APRCEM works. Depending on the time of the year, there might be less or more work.

  6. The organisation should have an established office or address (e.g. headquarters/secretariat) with an executive officer. It should have statutes which are transparent and accessible and if a network preferably based on a democratically adopted constitution.

  7. Organizations with proof of their independent juridical personality and non-profit and/or tax-exempt status in a State Member of the United Nations.

Who are Eligible to Nominate/Be Nominated and Vote? 
An official list of all Constituents will be drawn up based on the online database of organizations who filled in and submitted an organisational profile to the secretariat and self-defined the Sub-regional and Thematic AP-RCEM Constituencies they belong to.  Your organisation and your nominee organisation have to be listed on the AP-RCEM constituencies database. Only those that are listed, can nominate, be nominated and vote for the APRCEM election.  Please note that one organization can have multiple representatives to the AP-RCEM but is entitled to only one (1) vote for Thematic Constituency and only one (1) vote for the Sub-regional Constituency (as identified in the submitted organization profile). You can only nominate or self-nominate and eventually vote within your main constituency and sub-regional listed in the database. For example, if you are listed as farmers, you can only nominate a farmer constituency focal point, and NOT women focal point.

Note: Focal Point organisations cannot serve for more than two consecutive terms.

  • A nominee will only be represented once in the responses spreadsheet. If a candidate is nominated more than once, the first nomination will be retained and all others removed. Candidates will be reviewed on how well they meet the criteria, not on how many people nominate them.
