You pilots may have seen this before from Art, here is a second request.  Bottom line is the transponder should be on ALT whenever moving around a movement area of an airport, not just when getting ready for takeoff.

Squadron commanders please pass this to your pilots as this is for all pilots, not just CAP ones.

If you have been keeping up with some recent changes in airport operations,
the FAA issued a safety alert advising all aircraft operators that
transponders are to be on in the altitude reporting mode whenever your
plane on an airport movement area.  You can find more info here:
