A less Merg-E only version of HF-JSON

Because it touches on a few subjects regarding numeric type safety discussed here earlier, I thought it might interest some of you.

This is my attempt to decouple HF-JSON (High-Fidelity JSON) from my Merg-E DSL efforts. It still very much has a bit of a Merg-E smell, but I hope that this version of the data format spec might be potentially useful for some of the 99.99999994% of people "not" interested in Merg-E:
