Can't set passwords as admin even though feature enabled

I'm trying to add users to the organisation account which I can do fine. However, I can't set passwords for the users. I have password setting by admins enabled and I am a Site Admin and account admin for the organisation account. When I go to update the changes I get the message "You do not have sufficient privileges to make the change requested. I can do everything else apart from that. I can set passwords in the Site Admin account but not the organisation account even though I should be able to. Any ideas as to why my problem is occurring?

I fixed my problem. I needed to set up authentication for the organisation account
