Our current Canvas development environment runs on a Amazon EC2 is a
single high-CPU medium instance

What is the best strategy as the system grows to hundreds of synchronous users and thousands of asynchronous users? Possibilities I've considered:
single c1.medium --> two c1.medium app servers + c1.medium MySQL
single c1.medium --> two c1.medium app servers + Amazon RDS
single c1.medium --> single m1.large --> two m1.large app servers + m1.large MySQL
single c1.medium --> single m1.large --> two m1.large app servers + Amazon RDS
Is my next step to scale up or out? Is RDS worth investigating?
