How do I add a new language to Canvas? I want to add Vietnamese as a language

I want to get help from developer who are experience in this adding language.

It's easy if you have translated language file.

But the main problem is that during translating language yml file may be broken.

Also it should be same version as Canvas you have installed.

I see Vietnamese as a language is required offen. May be it would be better to add it to officially supported?
