course import file_state=deleted

I've got a weird bug occurring where my common cartridge 1.x Package imports get stuck in a pre-processing stage because the import file is being marked as file_state=deleted, it's happening as soon as it's created, so it's not being attached to the import.  Anyone run into this before?  Ideas on how to solve for it?
