Error in exporting a course

Hello All,
I have recently installed canvas on my local machine to test out the features (Followed by the quick quide), I noticed that when I try to export a course as a whole that the logs on rails server loops and nothing happens, the progress bar doesn't move. 

Even when I try to copy a module. it doesn't work.

Are your delayed jobs running? Anything in the logs?

Hello Graham,
I have looked at previous posts and have tried to run the Delayed jobs but it runs into an error:

Traceback (most recent call last):

        1: from /usr/lib/ruby/2.5.0/rubygems/core_ext/kernel_require.rb:59:in `require'
/usr/lib/ruby/2.5.0/rubygems/core_ext/kernel_require.rb:59:in `require': cannot load such file -- bundler/setup (LoadError)

I am using ruby 2.7.
