We (Utah State University) have an LTI Tool called USU Design Tools (aka Kennethware) that does something very similar to what you are asking.
Designtools.usu.edu. There is an open source version of the tool released a year ago. The new 3.0 version is about to be released via a company called cidilabs.
The tool will help a faculty member build a syllabus, and can even bring in boiler plate institutional information.
In a nutshell USU Design tools reduces the amount of time it takes to build out/scaffold your course with modules, quizzes, assignments, placeholders etc. It allows you to theme your course to look professional, and schools can create custom themes for faculty to click on and adopt.
