If you are talking about the Open Source version of Canvas, it doesn't support SCORM. The hosted, paid version does. 

We use the Open Source version and had to purchase a SCORM engine/player, and write our own integration. Which we unfortunately can't release due to arcane IP restrictions.

The basics are pretty straightforward. We wrote an LTI app to handle the interactions. 

Study the SCORM workflow (we licensed Rustici's SCORM Engine, which Instructure also uses) and it came with good documentation and good developer support. Study the LTI model - it'll come in handy for other things. Write a small tool that "talks" LTI to Canvas and talks SCORM to your SCORM player. Frankly, the biggest obstacle is understanding how SCORM works, which is why the docs and support come in handy.
