Does anyone have a PIC programmer that works under linux that I could use
to Program a few 12F683 chips?

I have an ICD2 which I use with Piklab on Linux.

According to the Piklab compatibility matrix [1], the 12F683 with ICD2
is supported.

You're welcome to borrow it.
