How to install the TCPDF module

Hi, 

I installed the candycane 0.9.6 to xampp  on windows PC.

Almost function are running well. But I faced the error when I exported the issue to PDF.

"Missing TCPDF library, please install on your server." 

How can I  install the TCPDF library to my candycane ?

composer install should install those library. because it's in composer.json.
