For the most part, yes. One possible exception is where the tool is checking for exact match on the display name of coded data elements. In this case, if you provide a different display name with an equivalent meaning, that would be acceptable. The Testers are instructed to review display name mismatches to see if they have equivalent meanings. The intent of the context-specific (Test Data Conformance) validation is to make sure vendors are actually correctly mapping the information from the EHR to the CDA document. When you do live testing, you will have to enter the content into your EHR and then generate the valid CDA report to demonstrate that your system is able to capture the data correctly and create a valid report.
