I have sent off my e-mail letters and signed the on-line petition, but
really wonder whether it will have much effect. Downsview Park is a
federal Crown Corporation (CC), and one of the reasons CCs are created
is
that they can operate at arms length and avoid political interference
from the government of the day. What
this means is that the government can fire the entire Board of
Directors (provided they find find a cause,
otherwise they are open to wrongful dismissal lawsuits), but cannot
tell them how to run the CC.
That is not to say that agencies, such as the PMO, could not exert
some behind-the-scenes influence,
such as quietly hinting to individual directors that their term on the
Board (which carries a fat government
paycheck) might not be renewed.
Therefore, the most effective action will be to convince the Board of
Directors of the wrong-headedness of the
action they are planning. I think that the Board will rethink their
position if the public reaction in support
of the CASM, bolstered by that of Toronto area MPs, city of Toronto
councilors, etc., is overwhelming.
