Contractor Rules Revised as Apartment Renovation Rules

Please take a look at this.  I am suggesting this as a revision of Peggy's one pager.  It divides the rules into 2 types- what renovations can be done and what we need to tell the contractors.  I left off the bylaws nos and fines, but I ask that the next person who revises this check for inclusion of everything and add a section on fines.  The way we had it written, it looked like the provisions that did not specifically mention fines did not have fines.
