(the 33rd Global NIM Meeting)
on 2017 July 11-15

The first and last word of spirituality is universalism. The first and
last word of our mission is universalism. It is only when our
organization reflects universalism that it can be united and
disciplined. When the administration of our organization fails to
project universalism, then that administration betrays Gurudeva, it
betrays the Ananda Margiis, and it betrays all of suffering humanity.
In this meeting, we sought to find ways to restore universalism.

1. SECTOR REVIEW

[Here we discuss current conditions in the nine sectors of the world,
considering any major issues of local relevance.]

Berlin Sector

The Sweden training center has only one trainee, who is currently
working in the Stockholm bakery. The morale of the workers in the
sector is low with a lack of collective feeling. Most workers are just
trying to maintain their own individual existence in their isolated
fields. There is a lack of welcoming atmosphere in some departmental
sectorial offices.

It is a very distressing situation when the sectorial authorities, and
behind them their central controllers, condone, or perhaps even
instigate, junior workers to disrespect elderly senior workers by
ousting the seniors from their AM living places or disallowing them
from entering the jagrti or participating in AM programs or projects
(including Dharmacakra). For example, in Berlin Sector alone, a very
senior dada was essentially thrown out of the London jagrti by a
recently posted and very junior RS; and a very senior Didi was
disallowed from attending any Ananda Marga function in the Valencia
jagrti by the then-junior RS(L).

There are no NI workers with sectorial posting in WWD. The highest
posted NI Dada has been demeaned with the implicit consent of the SS.
Due to a lack of loyal Hindis, there is still no SES or SDPS in the
Sector, and these posts are conferred on other loyal-to-Hindi Indian
workers.

In some countries, the margiis are getting more and more frustrated,
because some Indian workers are only focused on maintaining their visa
status (to get European citizenship) and financial security in the
sector, rather than trying their utmost to move around to do pracar
and other ideological work. Some of them, when transferred back to
India, refuse to go. Sectorial authorities do nothing to correct this
situation, as the Hindi administration seems content to prop up
self-serving Hindi parasites while pestering non-Indian WTs and
margiis to blindly follow the dictates of their corrupt
administration.

Delhi Sector

At our last meeting, it was noted as follows: “The Hindi imperialist
central administration has had to consolidate due to internal
squabbles and petty jealousies. As such, many portfolios got
consolidated; and some senior workers got ousted in favor of younger,
more impressionable Rudrananda loyalists.” Similar internal politics
is going on in the Bengali camp but less is known about this.

More recently the entire world was witness to the intra-Hindi
infighting in Ranchi, that is, the noise created by the so-called STO
(Save the Organisation) movement. This was basically an emotionally
charged Hindi-centric group trying to oust other Hindis. The main
instigator was a former member of the Rudrananda group who fell out of
favor. He was supported by other workers and mostly Hindi-speaking
householders who have become fed-up with Rudrananda’s hegemony. Though
many of their complaints were valid, their objectives were not at all
universalistic, and hence no significant change would have arisen had
they succeeded. As evidence of this, their communications were
predominantly in the Hindi language rather than the global language,
and there was nothing in their platform that would have ruled out yet
another all-Hindi administration.

Georgetown Sector

No significant change other than that one capable didi has been
transferred, without any objective necessity from GT sector-side.
Perhaps the Hindi administration (Rudrananda) saw an opportunity to
capitalize on (monetize and siphon off) that didi’s successful project
and valuable property.

Hong Kong Sector

Thus far, the attempt by the HK sector SS (backed by Central Office)
to acquire Moscow Region has failed. The ostensible purpose was
financial gain. However the HK Sector worker who was lined up to take
over the region, is still demanding half the proceeds of any guest
lectures, which exposes the imperialistic mentality and greed that was
behind this whole drama.

Manila Sector

Controversy continues to swirl around the Davao trainer,
Mantrajapananda. The accusation of excessive intimacy with sister
trainees and young Didis has been partially conceded by him, but this
matter has not yet been formally investigated or dealt with. In other
words, this abusive behavior has not yet been taken seriously by
Hindi-aligned central or sectorial authorities. On the contrary, this
highly objectionable conduct, this moral depravity, is still being
white-washed and covered up by Mantrajapananda’s fellow Hindis.

It seem clear that Rudrananda's main goal in respect to our training
centers is to manipulate and emotionally bind the impressionable
trainees to become blind loyalists, ‘red guards’, to the Hindi elitist
power block and to Rudrananda personally.

DMS has been declared in Manila Region in 2018 to celebrate the golden
jubilee of Ananda Marga in Maharlika. A lot of margiis and workers in
the sector are not 100% supportive of this proposal due to the many
unresolved issues in the sector involving central level workers. Those
margiis and workers expect that this so-called DMS will end up as
nothing but an empty show. It is just part of their strategy to
promote “Rudrananda Marga” and Hindi imperialism.

Both the sectorial PWSA and the HPMGL secretaries have been declared
as transferred (without replacement), stripping Manila Sector WWD of
all Non-Indian didis in a sectorial level post. Fortunately, no senior
worker in Manila Sector pays heed to such vengeful, unideological, and
anti-organizational orders.   Nairobi Sector

No special news reported.

New York Sector

Total attendance at the Sectorial Conference was 83, including about
25 old margiis, 18 mainstream WTs, and a good number of breakaway
acaryas and margiis. Over the period preceding the conference, there
was intensive pracar around the USA; and in consequence there were 35
new margiis in attendance as well. Problems remain in Mexico with
regard to properties and the legal status of Ananda Marga.

Qahira Sector

Nothing special to report.

Suva Sector

SWWS Suva was not consulted about the transfer of the HMPGL Secretary
from Manila Sector to Suva Sector. SWWS Suva Sector has questioned the
wisdom of that move. The fact that even the sectorial authority
receiving an additional worker doubts the value of such transfer also
tends to substantiate the irrationality of Rurananda’s all-Hindi
central administration.

2. RAISING CONSCIOUSNESS

[Here we discuss the current situation of the organization and the
best way to go forward with our efforts to materialize unity and
universalism.]

Gurudrohiis

In the resolutions of our last meeting we referred to the imposition
of a "Rudrananda Marga". What that implied is clear. Rudrananda is a
traitor to Baba and His mission. In short, he is a gurudrohii (an
enemy of Guru). His presence in Center has led inexorably to the
deterioration of all three treasures of Ananda Marga (sublime
ideology, universal love, and unshakeable unity). Not only that, he
has even been undermining our spiritual practices.

Now it has come to our attention that Rudrananda has been taking
personal oaths of loyalty from didis in the field, not to mention
trainees in his training centers. In this way he, and his subordinate
trainers, pose themselves as if they are Guru Himself.

At this stage, it has become common knowledge that Rudrananda likes to
make purodhas out of people of weak will and bad character. And it is
also known that he manages to promote such type of unworthy and
easily-controlled persons (persons with lackey mentality) to high
positions on the Central and Sectorial levels. Currently, almost all
of the Central authorities (including the PP himself) and almost all
of the key Sectorial authorities from SS on down function as
Rudrananda’s minions. Hence, we rarely see any of these people taking
any meaningful action against Rudrananda or any of his corrupt
actions. They also do not stand up for the organizational system of
Baba (especially, Caryacarya). All of these people are surely aware of
Rudrananda’s nature and his crimes. Only due to various selfish
motivations (for example, comfort, fear of being exposed, or prestige)
they offer no practical opposition or progressive leadership. By their
complicity, they too tend to become gurudrohiis (enemies of Guru).

Reviving our training centers

Our training centers, instead of nurturing disciplined and
ideologically mature WTs, have become hotbeds for Rudrananda’s
religious indoctrination.

The Sweden training center has a long history of scandals involving
the various Hindi trainers that were posted there. Instead of fixing
this problem, as is his duty, Rudrananda has only managed to make
things worse so that now, there are no trainees at all going to the
Sweden training center. No doubt, Rudrananda will try to capitalize on
this financially.

Nowadays, the Davao training center has also become a subject of
unending scandal. The Davao trainer, Mantrajapananda (supported and
encouraged by Rudrananda), has sought only to emotionally entangle the
sister trainees. Even after graduating from the training center,
selected new didis get posted (by Rudrananda) near to Davao. As for
others, wherever they go, they maintain contact with Mantrajapananda
and give more importance to his instructions than the instructions of
their departmental supervisors.

We must no longer tolerate this type of defective and abusive training
process. We must not allow our trainees, especially our sisters, to be
misguided and manipulated by the aforementioned gurudrohiis. Our
training centers must be revived, and they must be revived now. It is
obvious that Rudrananda will not do that.

For consciousness raising, we need to revise our use of the WERAM and
OURAM Facebook pages, the WERAM website, and our WeMargiis Twitter
account. In addition, we have launched the “We Are Ananda Marga”

3. POSITION STATEMENTS

[Here we present position statements on current issues of global
importance.]

Hindi imperialism maximitis

Autocracy and corruption in our Central and Sectorial administrations
have reached an all-time high. This is happening because of the
unbridled ambition and total lack of reverence for Marga Gurudeva by
the gurudrohii, Rudrananda. Rudrananda’s modus operandi is the
promotion of Hindi imperialism and the elevation of characterless
lackeys to high-level positions. And so nowadays Hindi imperialism is
so blatant that it must be obvious to everyone.

o We no longer even have a significant pretense of genuine elections
for the various Central boards and committees, and all of our Central
boards and committees are populated with Rudrananda’s Hindi lackeys.

o All high-level Central and Sectorial posts either have been or are
in the process of being filled by Rudrananda’s Hindi lackeys.

o All economic assets of the organization are being centralized in the
Hindi Sectorial and Central pockets.

o New postings nowadays often lack even a veneer of a legitimate
process, as they do not seem to go through the laughable all-Hindi
Establishment Committee. Rather the only constant factor in all
postings nowadays seems to be the approval or insistence of
Rudrananda.

o The Mahaprayan program specified in Caryacarya has been deviously
undermined in favor of so-called “sabhas”, scheduled to coincide with
the October 21-26 dates of our Mahaprayan observance. These so-called
“sabhas” primarily serve only one purpose, and that is to “deify”
Rudrananda and not Baba.

o Sectorial retreats and DMS programs around the world are also being
used for the dual purpose of enhancing the undeserved prestige of
Rudrananda and further entrenching elitist rule by the Hindis.

By now, it should be crystal clear to everyone that, under the
influence of narrow socio-sentiment, there is nothing that some
persons will not do to gain power and stay in power. This applies even
in AMPS. Hence, in AMPS, the days of all Indian imperialism (Hindi,
Bengali, or Miscellaneous) must come to an end.

Necessary changes

We stand by our resolution from previous meetings, which was
essentially: New trainers, outside the reach and influence of the
gurudrohii Rudrananda must be posted.

(a) The current GTS (Rudrananda) should be reposted as a Diocese
Secretary or lower; and all of his influence (not just on the training
centers but in respect to all central matters, especially postings)
must be withdrawn.

(b) The current CTS in Davao (Mantrajapananda) should be sent back to
India and suitably punished for his emotional exploitation of the
sisters whom he pretends to train. At the very least, he should be
assigned to nothing more than a low-level posting in India, where he
will get no scope to interfere with any batch of trainees or new
workers.

(c) A competent and respectable trainer (CTS) should be posted in
Davao to replace Mantrajapananda. If there is no competent and
respectable trainer in Sweden (currently with only one trainee or
possibly no trainee), then such a trainer should be posted.

(d) In all of our training centers there should be a separate trainer
for sisters. Such a trainer must be an experienced and knowledgeable
female acarya, of which we have many.

(e) Senior and “middle-age” WTs should keep an eye on the WTs who were
produced from any training center while Rudrananda was in charge.
Those new (or newish) WTs should be assessed in respect to their
devotion, discipline, and ideological commitment. Regrettably, any
such WTs who are found lacking will have to be sent for retraining.
Should any poorly trained WTs refuse retraining or be kept in the
field for any reason, then it would be best to disregard their
postings.

(f) As long as our training centers remain dysfunctional, it is
counterproductive to send sincere candidates to them. Instead, such
persons should be kept in the field and trained locally. In other
words, rather than send dedicated WT candidates to our training
centers (as they currently stand), such candidates should be educated
locally in respect to philosophy and organizational system. The local
seniors and middle-agers will have to shoulder that responsibility.  
Structural matters (posting orders, supervisory authorities, and the
like)

In the current environment of extreme Hindi imperialism and rule by
gurudrohiis, not just the actual postings but also the process of
posting has become a farce. What we have are arbitrary and spontaneous
postings being declared publicly at odd times and in odd places,
before the concerned parties are ever informed. Written posting orders
are rarely issued. On the few occasions that they are issued, the
information given is often incomplete. And, beyond all that, the
so-called Central Office is not underpinned by any genuinely elected
Central boards or committees (per Caryacarya). All of this is
completely outside of Baba’s system. All of this tends to invalidate
the posting orders.

Under such circumstances, it is entirely understandable and acceptable
if any worker, guided by her/his individual conscience, chooses to
ignore such posting orders. Naturally, such a decision would have to
be personal rather than group-based. So the only thing that we advise
here is that care should be taken not to cling to any post for
personal gain but rather to always see to the welfare of the margiis
and the persons served. Other than that, it is actually preferable
that all posting orders issued by the Hindi hijackers be roundly
rejected.

4. REVIEW AND CLARIFICATION OF THE FOUR-STEP PLAN (4SP)

[The 4SP was first proposed 20 years ago as a means of preventing
schisms in the organization. It continues to be put forth as the only
practical approach to unity in our organization. Here we generally
focus on specific aspects of the 4SP that need amplification or that
seem most significant at this time.] Resolution

The plan makes sense. It is rational. No amendment is required.

The Four-Step Plan

1. To ensure advancement toward universalism (ananda vishva parivara),
the formula system for cultural blending must be maintained in respect
to both postings and important elections; and there must be
progressive changes in the formula.

With respect to elections for Central/Global committees and boards,
each of the main social groupifications – currently Bengali Indian
(BI), Non-Bengali Indian (NBI), and Non-Indian (NI) – must have a
reserved percentage of seats, and each groupification will elect its
own representatives.

2. Anyone who has been a recognized acarya for the last 25 years or
more may be considered to be an elder acarya. As a one-time process
for constituting an adequate start up pool of purodhas, all such elder
acaryas must be recognized as purodha forthwith. If any of these
qualified persons do not have all of their lessons in vishesa yoga,
they may be categorized as "acting purodha" until such time as they
have received all of the vishesa lessons; however, these acting
purodhas will have the same voting rights as any purodha.

3. The expanded body of purodhas must conduct new elections for the
Central Committee, Purodha Board, and Purodha Pramukha.

The new Central Committee will have a minimum number of members,
consisting of representatives of the three main groupifications, that
is, BI, NBI, and NI. The proportions of representation should be
determined by such factors as number of acaryas, number of
ethnicities, number of nations, number of language groups, and so on.
So, for example, if the Central Committee has 18 members, the
proportion of representation might be in a ratio of 1BI:2NBI:3NI. In
other words, there might be 3 BI, 6 NBI, and 9 NI representatives.
(Naturally, the elected representatives of any groupification may be
from any ethnicity, not necessarily an ethnicity of the electing
groupification. In other words, the NBI purodhas are at liberty to
elect BIs or NIs as NBI representatives.)

The Purodha Board will consist of 1 BI representative, 1 NBI
representative, and 1 NI representative (in addition to the Purodha
Pramukha).

The Purodha Pramukha must be elected according to a system that
ensures acceptance by all of the three main groupifications. In other
words, the elected Purodha Pramukha must receive a majority of Yes
votes from the purodhas representing each of the three
groupifications.

The primary duties of the Central Committee are public service and the
propagation of dharma. To facilitate this end, the Central Committee
must go on making regular, progressive changes in the formula for
cultural blending.

The primary duties of the Purodha Board are creation of the maximum
number of purodhas, maintenance and elevation of the standard of
purodhas, and resolution of any complicated problems or serious
controversies that arise in the Marga.

The Purodha Pramukha is the chairperson of the Purodha Board and the
ex officio President of the Central Committee.

4. The tattvikas, acaryas, and avadhutas must conduct new elections
for their respective boards. Those elections will be conducted in a
rational fashion, with appropriate reservation of seats for the
elected representatives of each of the three main groupifications.

Point of Emphasis

5. DATE AND VENUE OF NEXT UNIVERSAL MEETING

[Here, we set a tentative date and venue for our next bi-annual global
meeting.]

The tentative venue for our next meeting is Los Angeles. The meeting
will take place at the end of January in 2018.

APPENDIX

WHY IS RUDRANANDA CONSIDERED TO BE A GURUDROHI (enemy of the Guru)?

We have said in our resolutions: "Rudrananda’s presence in Center has
led inexorably to the deterioration of all three treasures of Ananda
Marga (sublime ideology, universal love, and unshakeable unity)."

How?

1. In his role as the kingpin of the Hindi faction for the last twenty
seven years, he has been the subject of countless charges of fostering
division based on socio-sentiment, financial misdealings, corruption,
property sales, cover up of sexual crimes, exploitation by blackmail
of weak workers, and inefficient management of training centres. If he
were committed to the welfare of the mission and the unity of the
margiis he would not have clung to his central level post and instead
worked humbly in a lower post. If his authorities and other central
workers were committed to the welfare of the mission they would have
insisted on that.

2. All senior workers know that Rudrananda was the only person whom
Baba ever ‘exiled’. Baba Himself decreed that Rudrananda should never
again come in the physical presence of his Guru. Baba exiled
Rudrananda from 1978, when Baba came out of jail, until His
Mahaprayan. While He was physically with us, Baba never rescinded that
punishment.

3. Those, who due to organizational power plays after Baba left His
physical body, allowed Rudrananda to return to the ranks of central
workers and to reassume a position of influence over all margiis and
workers in the mission, chose to ignore the seriousness of Baba's
punishment. To forgive too quickly is a mental weakness. Those who are
responsible for reinstating Rudrananda in a high position in the
organization and those who keep him there are responsible for the
division and systematic degradation of our Ananda Marga mission.

4. We know for a fact, which was admitted by Rudrananda himself, that
during the time Baba was in jail, Rudrananda used to withhold
information in the organizational communiques with Baba in and out of
the jail. Another charge that has been levelled against Rudrananda
from Baba's prison days is that he was, and perhaps still is, a CBI
informant, an infiltrator who has taken on himself the task of
destroying Ananda Marga.

5. In his role as GTS Rudrananda has used (abused) the training
centres for generating blindly loyal personal disciples and also for
propagating various rituals and religious dogmas. An example of this
is the notion of the superiority of serial kiirtana (based on a
fallacious insistence on “continuity of mantra” in kiirtana) despite
the fact that kiirtana is not japa and Baba had already given
different instructions for what constitutes perfect kiirtana.

6. For about 20 years, Rudrananda has held the same post of GTS, the
General Training Secretary, who is in-charge of all the WT training
centers, and the trainees and trainers connected with those training
centers. During this time we have seen one of the training centers
close down completely (i.e. the one in Nairobi Sector), and now Sweden
training center is all but inactive. Also during this time we have
seen numerous scandals regarding some of the trainers, who instead of
being punished were rewarded by being transferred to other high level
posts or places where they could continue to pursue plans for
financial security and foreign citizenship status.

7. Rudrananda has undermined our spiritual practices as outlined in
Caryacarya, for example, the celebration of Baba’s life with the
Mahaprayana program. Instead, he has given us some egoistic system of
"sabhas" that take place on exactly the same dates as the Mahaprayan
Program (October 21-26) and that are designed purely to enhance
Rudrananda's prestige while everyone talks about themselves instead of
Baba.

8. He has populated the central office with persons who are loyal or
at least subservient to him. Everyone knows that relatively junior
workers who are in his control have been made purodhas and given
central and sectorial supervisory posts. There are numerous stories of
how he buys the loyalty of workers with weak characters and past
histories of personal mistakes and then posts such workers in high
level posts in the central administration.

9. It has been verified that he asks oaths of personal loyalty from
some field workers.

10. He was highly instrumental in the abuse of Caryacarya by hijacking
the election process of central level boards to install his all Hindi
board members.

11. He is a long-standing member of the Establishment Committee (which
controls postings) which has been instrumental in irregular
unsystematic ways of announcing postings which afterwards may never be
authenticated by any official written posting order. Due to this and
other reasons a number of transfer postings in recent years have been
highly disputed by sectorial level authorities.

12. He never seems to inspire devotion, for example, he avoids giving
any form of Harikatha except stories which he has borrowed from
someone else and adapted and calculated to elevate himself.

13. There are other sundry accusations that arise about him. For
example it is claimed that he is building his own personal memorial or
headquarters palace.

All of these points and the fact that he clings to a central level
position and continues to promote nothing but Hindi imperialism and
religious dogma establishes him as a mahapapii and gurudrohi (enemy of
guru). An honourable person recognizes when his presence in a high
position compromises the organization in which he works and would
resign. Rather than resign Rudrananda chooses to take any kind of
draconian steps to silence his critics.
