               Resolutions of the 7th Universal Meeting
                    (the 32nd Global NIM Meeting)
                        on 2017 January 13-16

The first and last word of spirituality is universalism. The first and last word of our mission is universalism. It is only when our organization reflects universalism that it can be united and disciplined. When the administration of our organization fails to project universalism, then that administration betrays Gurudeva, it betrays the Ananda Margiis, and it betrays all of suffering humanity.
In this meeting, we sought to find ways to restore universalism.

1. SECTOR REVIEW

[Here we discuss current conditions in the nine sectors of the world, considering any major issues of local relevance.]

BERLIN SECTOR

There is a lot of alienation and individuation in the sector. Many workers hardly listen to the SS, who does not seem to give respect to his subordinates. There is no SDPS or SES in the sector. In the Sweden training center, there is just one trainee enrolled; but he spent the last six months in the Stockholm bakery. Word has trickled down from Center that the whole of Russia, which was split by Baba between Berlin Sector and Hong Kong Sector, will now come under the jurisdiction of Hong Kong Sector only, meaning that Hong Kong Sector extends to the border of Finland. Shortly thereafter, word similarly trickled down that the RS Moscow Region is transferred to Peru. In Berlin Sector there are many vacant posts.

DELHI SECTOR

The Hindi imperialist central administration has had to consolidate due to internal squabbles and petty jealousies. As such, many portfolios got consolidated; and some senior workers got ousted in favor of younger, more impressionable Rudrananda loyalists. Some high-level posts may even be vacant. Perhaps the PP and the GS have finally understood that their own position has questionable legitimacy in the absence of valid Tattvika, Acarya, Avadhuta, and Purodha Board elections. Once again, with some legal drama, the dates of the DMS were split between the Bengali defectors and the Hindi hijackers.

GEORGETOWN SECTOR

Ac. Maheshvarananda Avadhuta was released from Venezuelan prison and subsequently held for about a month in immigration detention due to an expired visa. Thereafter he was deported to the USA.

HONG KONG SECTOR

No special news other than the possible purchase of half of the current territory belonging to Berlin Sector.

MANILA SECTOR

The loss of unity in Manila Sector has gotten worse, in large part due to all of the politics surrounding the rash and costly Rudrananda-imposed DMS in Vietnam, disregarding all contrary input from workers and margiis. While the DMS is touted as having been a success, the good results that were achieved could and would have been achieved to an even greater extent and without the horrific drawbacks, had Rudrananda not sought to showboat and claim credit for the pre-approved event. To the public authorities, it was not billed as an internal Ananda Marga DMS. A number of vindictive transfers and demotions have also been imposed on the sector. Prior to the DMS, the SWWS was demoted. At the DMS, the Sectorial PWSAS was allegedly transferred and demoted (out of the sector and without replacement). And after the DMS, the SES and SDPS were also transferred out of the sector and without replacement. In Davao, scandalous stories abound in respect to the CTS (Mantrajapananda, a front-man for Rudrananda) and the young female trainees, whom he has allegedly been psychologically and physically abusing and manipulating. Reports are coming in that in consequence of this characterlessness, Mantrajapananda has now been promoted to the position of acting GTS (General Training Secretary), essentially functioning as Rudrananda's alter ego.

NAIROBI SECTOR

No special news reported.

NEW YORK SECTOR

Currently, there is no functioning SWWS in the sector. There is also no functioning SES or SDPS in the sector. The new SS came riding a wave of high expectations for better communication and more rational operation of the organization. Hope was there that margiis and workers who had left under the previous SS might come back, but that hope has proven to be forlorn. So now the new SS is endeavoring to create new margiis, unfortunately with the same old disproportionate emphasis on Indian expats. WTs in general are willing to give the new SS a chance, although he does seem to push the limits of his authority in a way that minimizes the worth of all subordinate workers (perhaps to a lesser degree than the previous SS). Sector is researching the appropriate legal steps to secure the valuable Monterrey (Mexico) properties.

QAHIRA SECTOR

Nothing special to report.

SUVA SECTOR

Margiis are feeling the loss of property and projects but still inspired by ideology and spiritual practices.

2. RAISING CONSCIOUSNESS

[Here we discuss the current situation of the organization and the best way to go forward with our efforts to materialize unity and universalism.]

MISUSE AND ABUSE OF TRAINING CENTERS

The training centers, once the pride and future of Ananda Marga, have been misused and abused by the GTS (Rudrananda) so that now they largely foster indiscipline in the organization. While many newcomer WTs are assets to the mission, many are not. There are numerous examples of newcomer WTs who will not answer to their structural supervisor but rather only to their Hindi CTS (Mantrajapananda in Davao) or to the Hindi boss, Rudrananda, and his 'Central Office'. A group of such workers have started to function like Mao's famous fanatical Red Guard, which spied on and turned in their parents, siblings, teachers and co-workers for not being loyal to the 'beloved leader'. This has now become a tool for further concentrating all organizational power in the hands of the Hindi imperialists.

RUDRANANDA MARGA AND THE FACADE OF A CENTRAL OFFICE

Hindi hijackers are converting Ananda Marga into a Rudrananda Marga. Toward that end, they propagate all sorts of religious and social dogma in place of Caryacarya, and also intentionally subvert both our Ista and Adarsha. Today it would be wrong to describe the functioning of our organization as reflecting or serving the mission of Ananda Marga. Rather, it reflects and serves what can only be described as a cheap religious movement that elevates the pseudo spiritual Rudrananda to the rank of a petty guru.

The Central Office is a mere facade for the 'Rudrananda Marga'. All Central boards and committees are populated with Rudrananda's Hindi lackeys, as are all high-level Central and Sectorial posts. Therefore the notion of discipline promoted by the Rudrananda Marga through the medium of this all Hindi administration means propagation of a cult of subservience to Rudrananda's dictates. To make matters worse, our organization has now been polluted with WT workers whose main organizational duty seems to be to spy on other workers and margiis. This has been done by brainwashing trainees through a degraded training process at our WT training centers (prasiksan maths). Those brainwashed new WTs have been given instruction to secretly report to Rudrananda (either directly or through his alter ego, Mantrajapananda) on any worker or influential margii who rejects the corruption of the Rudrananda Marga. In return for such deplorable conduct, the members of that 'Red Guard' are exempted from the normal structural code of discipline and afforded protection from any reasonable disciplinary action by their organizational supervisors (for example, the SS or the SWWS).

3. POSITION STATEMENTS

[Here we present position statements on current issues of global importance.]

HINDI IMPERIALISM MAXIMITIS

Autocracy and corruption in our Central and Sectorial administrations has reached an all-time high. This is happening because of Rudrananda's unbridled ambition and total lack of reverence for Marga Gurudeva. Rudrananda's modus operandi is the promotion of Hindi imperialism and the elevation of characterless lackeys to high-level positions. And so nowadays Hindi imperialism is so blatant that it must be obvious to everyone.

* We no longer even have a significant pretense of genuine elections for the various Central boards and committees, and all of our Central boards and committees are populated with Rudrananda's Hindi lackeys.

* All high-level Central and Sectorial posts either have been or are in the process of being filled by Rudrananda's Hindi lackeys.

* All economic assets of the organization are being centralized in the Hindi Sectorial and Central pocket.

* New postings nowadays often lack even a veneer of a legitimate process, as they do not seem to go through the laughable all-Hindi Establishment Committee. Rather the only constant factor in all postings nowadays seems to be the approval or insistence of Rudrananda.

* The Mahaprayan program specified in Caryacarya has been deviously undermined in favor of so-called “sabhas", scheduled to coincide with the October 21-26 dates of our Mahaprayan observance. These so-called "sabhas" primarily serve only one purpose, and that is to “deify" Rudrananda and not Baba.

* Sectorial retreats and DMS programs around the world are also being used for the dual purpose of enhancing the undeserved prestige of Rudrananda and further entrenching elitist rule by the Hindis.

* And so on.

NECESSARY SHAKE-UP IN RESPECT TO TRAINING CENTERS

We stand by our resolution from the previous meeting, which was essentially:

(a) The current GTS (Rudrananda) should be reposted as a Diocese Secretary or lower; and all of his influence (not just on the training centers but in respect to all central matters, especially postings) must be withdrawn.

(b) The current CTS in Davao (Mantrajapananda) should be sent back to India and suitably punished for his many abuses of women under his power. At the very least, he should be given a low-level posting in India, where he will get no scope to further abuse women, much less interfere with the current batch of new workers.

(c) A competent and respectable trainer (CTS) should be posted in Davao to replace Ac. Mantrajapananda. If there is no competent and respectable trainer in Sweden (currently with only one trainee), then such a trainer (CTS) should be posted (or the training center in Sweden should be wound up).

(d) Senior and 'middle-age’ WTs should keep an eye on the newcomer WTs, assessing their devotion, discipline, and ideological commitment. Those who are found lacking should be sent for retraining. Should they remain in the field, best to disregard their postings.

(e) As long as our training centers remain dysfunctional, it is counterproductive to send sincere candidates to them. Instead, such persons should be kept in the field and trained locally. In other words, rather than send dedicated WT candidates to our training centers, they should be educated locally in respect to philosophy and organizational system. The local seniors and middle-agers will have to shoulder that responsibility.

In addition to those points, we insist that sister trainees should be trained by a Didi, and that the CTS should have minimal contact with female trainees. We insist on this because of Baba's code of conduct and because of past scandals (involving one current member of the Hindi Purodha Board) and numerous recent scandals involving the current CTS of Davao, who may have been promoted to Acting GTS purely in recognition of his characterlessness and willingness to serve his Hindi boss, Rudrananda.

COMEDY OF POSTING ORDERS

In the current environment of extreme Hindi imperialism, not just the actual postings but also the process of posting has become a farce. What we have are arbitrary and spontaneous postings being declared publicly at odd times and in odd places before the concerned parties are ever informed. Written posting orders are rarely issued. All of this is completely outside of Baba's system. Under normal circumstances, this would automatically invalidate the posting orders. On top of all this, many if not most of the various postings seem to serve nothing other than Rudrananda's vindictive nature or his desire to create a veneer of respectability for his idiotic Rudrananda Marga.

Under such circumstances, it is entirely understandable and acceptable if any worker, guided by her/his individual conscience, chooses to ignore such posting orders, which are innately anti-missionary and anti-organizational. Naturally, such a decision would have to be personal rather than group-based, and so the only thing that we advise here is that care should be taken not to create division by clinging to any post or position when that would inevitably create division (for example, two persons claiming to be holding the very same post). Other than that, it is actually preferable that all posting orders issued by the Hindi hijackers be roundly rejected.

REDIVISION OF SECTORS FOR SELF-AGGRANDIZEMENT

The arrogance of the Hindi hijackers has reached such an extreme that they even dare to redraw our global map of the nine sectors (given by Baba). For example, recently one region of Berlin Sector (consisting of ten countries that were formerly part of the USSR) has been put under the control of the Hindi SS of Hong Kong Sector. This decision was taken without even consulting key stakeholders in Berlin Sector. No worker in Berlin Sector, including even the Hindi SS, was consulted. Moreover, the decision was taken through an arbitrary, unknown process of decision-making. To this day no justification has been given for such a decision.

This conduct reflects an utter lack of regard and respect for Guru, Mission, and Organization, a primary characteristic of the Rudrananda Marga and the Hindi hijackers. This conduct also reflects a flagrant disregard for anyone who is not Hindi, another primary characteristic of the Rudrananda Marga and the Hindi hijackers.

4. REVIEW AND CLARIFICATION OF THE FOUR-STEP PLAN (4SP)

[The 4SP was first proposed 20 years ago as a means of preventing schisms in the organization. It continues to be put forth as the only practical approach to unity in our organization. Here we generally focus on specific aspects of the 4SP that need amplification or that seem most significant at this time.]

RESOLUTION

The plan makes sense. It is rational. No amendment is required.

THE FOUR-STEP PLAN

1. To ensure advancement toward universalism (ananda vishva parivara), the formula system for cultural blending must be maintained in respect to both postings and important elections; and there must be progressive changes in the formula.

With respect to elections for Central/Global committees and boards, each of the main social groupifications - currently Bengali Indian (BI), Non-Bengali Indian (NBI), and Non-Indian (NI) - must have a reserved percentage of seats, and each groupification will elect its own representatives.

2. Anyone who has been a recognized acarya for the last 25 years or more may be considered to be an elder acarya. As a one-time process for constituting an adequate start up pool of purodhas, all such elder acaryas must be recognized as purodha forthwith. If any of these qualified persons do not have all of their lessons in vishesa yoga, they may be categorized as "acting purodha" until such time as they have received all of the vishesa lessons; however, these acting purodhas will have the same voting rights as any purodha.

3. The expanded body of purodhas must conduct new elections for the Central Committee, Purodha Board, and Purodha Pramukha.

The new Central Committee will have a minimum number of members, consisting of representatives of the three main groupifications, that is, BI, NBI, and NI. The proportions of representation should be determined by such factors as number of acaryas, number of ethnicities, number of nations, number of language groups, and so on. So, for example, if the Central Committee has 18 members, the proportion of representation might be in a ratio of 1BI:2NBI:3NI. In other words, there might be 3 BI, 6 NBI, and 9 NI representatives. (Naturally, the elected representatives of any groupification may be from any ethnicity, not necessarily an ethnicity of the electing groupification. In other words, the NBI purodhas are at liberty to elect BIs or NIs as NBI representatives.)

The Purodha Board will consist of 1 BI representative, 1 NBI representative, and 1 NI representative (in addition to the Purodha Pramukha).

The Purodha Pramukha must be elected according to a system that ensures acceptance by all of the three main groupifications. In other words, the elected Purodha Pramukha must receive a majority of Yes votes from the purodhas representing each of the three groupifications.

The primary duties of the Central Committee are public service and the propagation of dharma. To facilitate this end, the Central Committee must go on making regular, progressive changes in the formula for cultural blending.

The primary duties of the Purodha Board are creation of the maximum number of purodhas, maintenance and elevation of the standard of purodhas, and resolution of any complicated problems or serious controversies that arise in the Marga.

The Purodha Pramukha is the chairperson of the Purodha Board and the ex officio President of the Central Committee.

4. The tattvikas, acaryas, and avadhutas must conduct new elections for their respective boards. Those elections will be conducted in a rational fashion, with appropriate reservation of seats for the elected representatives of each of the three main groupifications.

5. DATE AND VENUE OF NEXT UNIVERSAL MEETING

[Here, we set a tentative date and venue for our next bi-annual global meeting.]

The tentative venue for our next meeting is Tel Aviv. The meeting will take place in June or July of 2017.
