OTTAWA -- Outgoing Conservative Leader Andrew Scheer says it's time
Canada reassess its relationship with China, amid mounting concerns the
country concealed information about the spread of COVID-19 within its
borders.

In an interview on CTV's Question Period airing Sunday, Scheer said
China's handling of the pandemic has demonstrated that the "communist
regime" can't be trusted.

"We are now in the middle of a health pandemic where information, being
provided to the [World Health Organization], is not reliable, not
accountable and therefore it's having an effect on decisions here," he
said.

Pro-gun activists using Facebook groups to push anti-quarantine protests

A trio of far-right, pro-gun provocateurs is behind some of the largest
Facebook groups calling for anti-quarantine protests around the
country, offering the latest illustration that some seemingly organic
demonstrations are being engineered by a network of conservative
activists.

The Facebook groups target Wisconsin, Ohio, Pennsylvania and New York,
and they appear to be the work of Ben Dorr, the political director of a
group called "Minnesota Gun Rights," and his siblings, Christopher and
Aaron. By Sunday, the groups had roughly 200,000 members combined, and
they continued to expand quickly, days after President Trump endorsed
such protests by suggesting citizens should "liberate" their states.

The Dorr brothers manage a slew of pro-gun groups across a wide range
of states, from Iowa to Minnesota to New York, and seek primarily to
discredit organizations like the National Rifle Association as being
too compromising on gun safety. Minnesota Gun Rights, for instance,
describes itself as the state's "no-compromise gun rights organization."

Proud Boys' ex-attorney used his comrades to spy on man he wanted to kill,
police say

Jason Lee Van Dyke, a 39-year-old Texas man, allegedly used members of
the Arizona chapter of Proud Boys to conduct surveillance on a Phoenix
man, Thomas Retzlaff, with whom Van Dyke had been engaged in a running
legal dispute. The plan was revealed in court documents, the Southern
Poverty Law Center reported this week, which featured an audio
recording in which Van Dyke not only told an FBI informant of the
surveillance, but said he intended to kill Retzlaff.

He and Retzlaff had previously worked together on a revenge-porn
operation. Retzlaff's attorneys say the FBI never informed their client
of the threats against him.

Van Dyke denies the allegations. However, he has a lengthy record of
making death threats. In a Dec. 12, 2018, email to Retzlaff, he wrote:
"Go fuck yourself and what's left of your miserable life .... You have
destroyed my life, and for that offense, you will pay with your own.
That's not a threat. That's a PROMISE motherfucker."

Seeing The "Open the Economy" Protests In Their Proper Light

The protests we've seen in a handful of locations around the country
have bamboozled a lot of the national press. Look closely and a lot of
the turnout is heavily stocked with militia types and the kinds of
groups who turned out for the Charlottesville protests a couple years
ago. But the bigger thing is that for now they appear highly
orchestrated. In Michigan, they appear to be in part in reaction
polling showing severe declines in public support for President Trump.
They're organized by groups funded in large part by the DeVos family.
These are basically Trump loyalists supporting Trump at his request and
mobilized by key rightist groups. The key question, as TPM Reader TS
explains, is whether what starts here as orchestrated and largely
inorganic takes on a life of its own and gains political traction. They
now have Fox and an incumbent President cheering them on as a
demonstration of political identity.

As for the "open the economy" protests right now, I am keeping an eye
on them. A modest number of places so far, and participants in the tens
to hundreds to around a thousand apiece. These early events look very
orchestrated by a few key national professional organizations ? and
more electorally aimed than early Tea P or resistance protests were in
2009 and 2017. The orchestrators are Americans for Prosperity, Freedom
Works, Club for Growth, and the Trump reelect campaign, all national
professional operations. The advocacy groups are all ultra-free-market
operations that most certainly do not want most Americans to become
reliant upon public benefits or more trusting of government.

This is an ideological worry for them. Of course there are also real
grassroots participants carrying signs and honking car horns. They
might be activists signed up with FW, AFP, Club etc, and certainly they
are Trump Twiitter followers. They look exactly like the kinds of
people who attend Trump rallies. I do not mean to signal disrespect for
them. They feel what they feel. But they are a tiny minority ? and you
can bet that a lot of their wives and mothers are worried about them
going out in public to cluster and perhaps catch the virus. Also, these
are such a minority of people that they are hardly going to crowd any
shopping malls if those reopen. Keeping an eye on what women think is
relevant to the revival of consumerism.

Whenever you start to think that the federal government under Donald
Trump has hit a moral bottom, it finds a new way to shock and horrify.

Over the last few weeks, it has started to appear as though, in
addition to abandoning the states to their own devices in a time of
national emergency, the federal government has effectively erected a
blockade - like that which the Union used to choke off the supply
chains of the Confederacy during the Civil War - to prevent delivery of
critical medical equipment to states desperately in need. At the very
least, federal authorities have made governors and hospital executives
all around the country operate in fear that shipments of necessary
supplies will be seized along the way. In a time of pandemic, having
evacuated federal responsibility, the White House is functionally
waging a war against state leadership and the initiative of local
hospitals to secure what they need to provide sufficient treatment.

Yesterday, a letter published by the New England Journal of Medicine
highlighted the extraordinary measures that had to be taken to secure
the delivery into Massachusetts of equipment that had been bought and
paid for. The NEJM, which featured the letter in its COVID-19 Notes
series, is far from a platform of partisan alarm or hysteria - it is
among the most sober and high-minded professional journals in the
country. It's worth reading the correspondence, written by an executive
running a small health system, at some length:

Thousands of Americans backed by rightwing donors gear up for protests

Yet while organisers claim the protests are grassroots- and
people-driven, a closer look reveals a movement driven by traditional
rightwing groups, including one funded by the family of Trump's
education secretary, Betsy DeVos.

The rallies have drawn comparisons to the Tea Party movement, which
sprang into life in 2009 following the election of Barack Obama and was
driven in part by Americans for Prosperity, a group founded by
rightwing donors Charles and David Koch.

As with the Tea Party, the anti-stay-at-home movement has been promoted
by a rightwing media eager for the economy to reopen, including Fox
News which on Friday aired a segment on protests in Virginia, Michigan
and Minnesota. Two minutes later, Trump tweeted to his 77.4 million
followers the need to "liberate" those states.

What We're Watching: Negotiations over House's return continue

As previewed by Process Nerd last week, and as per the terms of the
original all-party deal to temporarily suspend Chamber business, the
House "is automatically set to resume regular programming on April 20
unless the House leaders of all four recognized parties co-sign a
written request to continue the current hiatus, either by setting a new
date to restart the session or extending it until further notice."

So far, such cross-aisle consensus has been elusive, however, with the
Conservatives vowing to block any move that could restrict their
capacity to hold the minority Liberal government to account - which, in
their view, requires direct interaction in the House of Commons itself,
albeit with a limited number of MPs in the Chamber.

In an open letter published under his name over the weekend, outgoing
Conservative Leader Andrew Scheer proposed "three in-person sittings
each week to allow MPs to debate and vote on essential COVID-19
legislation," as well as "two hours each day to question the prime
minister and ministers on all aspects of the government's response to
the pandemic."

Months after his departure from the Progressive Conservative caucus,
MPP for Lanark-Frontenac and Kingston Randy Hillier is voicing his
concerns with Doug Ford's budget and how the premier runs his staff.

"What we've seen is a government who has expectations and mandates of
its members and it is not that of a watchdog or ensuring
accountability, but to demonstrate never-ending admiration to the party
leader, and that's not what democracy is about," Randy Hillier in his
Perth Ont., office.

As for the provincial budget released on April 11, Hillier says the PCs
put the cart before the horse on how they plan to handle public
education and e-learning. He believes Ford is not providing the proper
tools to educators when it comes to increasing class sizes.

A policy document presented to the Ford government suggests Ontario
could save $200 million by consolidating more than 50 provincial
paramedic services into 10 run by a central commission.

The document, which is being widely shared in the paramedic community,
is causing anxiety and skepticism among some, in part because of its
recommendations, which are seen as labour unfriendly, and its generous
cost-savings estimates.

The 75-page report called EMS Vision-Ontario 2050, delivered following
the June 2018 provincial election, aligns with some of the proposed
changes confirmed by the Ford government this week - notably the
consolidation of municipal paramedic services down to 10 regional
services.

What brings someone into the alt-right ecosystem?

The question was posed in two threads posted during the last week of
March on the white nationalist forum The Right Stuff (TRS), leading 74
individual users to describe their radicalization narratives.

Respondents recount a transformation that takes place almost entirely
online. Led either by their own curiosity or an algorithm, the content
they consumed became increasingly extreme, fostering their
radicalization and guiding them eventually to TRS. Their responses
reveal a pipeline between the alt-lite and racist "alt-right," with
many users explaining that alt-lite figures like Gavin McInnes were the
first to introduce them to hardcore, veteran white nationalists.

Palantir Knows Everything About You

Peter Thiel's data-mining company is using War on Terror tools to track
American citizens. The scary thing? Palantir is desperate for new
customers.

High above the Hudson River in downtown Jersey City, a former U.S.
Secret Service agent named Peter Cavicchia III ran special ops for
JPMorgan Chase & Co. His insider threat group-most large financial
institutions have one-used computer algorithms to monitor the bank's
employees, ostensibly to protect against perfidious traders and other
miscreants.

Aided by as many as 120 "forward-deployed engineers" from the data
mining company Palantir Technologies Inc., which JPMorgan engaged in
2009, Cavicchia's group vacuumed up emails and browser histories, GPS
locations from company-issued smartphones, printer and download
activity, and transcripts of digitally recorded phone conversations.
Palantir's software aggregated, searched, sorted, and analyzed these
records, surfacing keywords and patterns of behavior that Cavicchia's
team had flagged for potential abuse of corporate assets. Palantir's
algorithm, for example, alerted the insider threat team when an
employee started badging into work later than usual, a sign of
potential disgruntlement. That would trigger further scrutiny and
possibly physical surveillance after hours by bank security personnel.

No matter how you add it up, Harper's fiscal record is a catastrophe

On April 8, Finance Minister Joe Oliver stood up before the Economic
Club in Toronto and delivered what can only be described as one of the
greatest "fantasy economics" speeches in decades.

It was a message from a parallel universe - one in which the Harper
government delivered 'sound economic management' through the recession
(it didn't), the economy recovered its pre-recession growth pattern (it
hasn't) and Ottawa is delivering tax relief for the average Canadian
household (it isn't). Stranger still, it's a parallel universe where
Pierre Trudeau is still around, haunting us.

In his speech, Oliver somehow contrived to blame Justin Trudeau for the
alleged fiscal sins committed by his father during Trudeau Senior's
decade in power. (Justin Trudeau is 43. He was in his early teens when
his father left office. Somehow we doubt Pierre was taking Justin's
fiscal advice at the time ? but that's the magic of rhetoric for you.)

Mayor Bloomberg yesterday blasted official proclamations drafted by a
city councilman honoring Tom Cruise and Scientology founder L. Ron
Hubbard for their roles in promoting a detoxification program for 9/11
rescue workers.

"I don't think it's appropriate to do that," said the mayor, reacting
to a report in yesterday's Post.

"I think that reputable scientists do not think Scientology has any
basis in science. It may be a cult, it may be a religion, it may be
beliefs. It's other things, but it's not science, and we should only
fund those programs that reputable scientists believe will stand the
light of day and the scientific method."
