Carl, au mieux de ma connaissance, ce réglement n'existe pas. Il est
possible que certaines municipalités s'abstiennent de poser un billet sur
un véhicule du MDN si celui-ci est pourvu d'une affiche quelconque (comme
"Duty vehicle"), et s'il ne demeure pas stationné à la même place très
longtemps. Mais cela relèverait de la courtoisie, ou au mieux d'un "by-
law" municipal, certainement pas d'un réglement fédéral.
Désolé, mais je crois qu'il va te falloir payer ta contravention. Si tu
t'etais stationné dans un endroit public payant (parcomètre ou
stationnement à l'heure), tu aurais pu faire une réclamation à la salle
des raports pour les frais de stationnement d'un véhicule utilisé en
service commandé. Une telle réclamation ne couvrent cependant jamais les
frais de contraventions (excès de vitesse ou stationnement illégal, par
exemple).

I have run into this twice. Once, while driving a duty vehicle with a
"Parking Exempt" board in the windshield I received a parking ticket in
Saskatoon outside the Customs office. I was in a legal parking spot, just
didn't plug the meter. The MSE dispatcher said just to drop the ticket at
city hall, did that, heard nothing more. Found that odd, as the parking
officers in Saskatoon at the time were CCoC...
The other time does not relate directly to parking, but rather to tolls.
With the introduction of Confederation Bridge we now drive to PEI for EOD
response. We have to pay the bridge toll when doing so. A few years ago
(97 or so) the AJAG was consulted and apparently there is a regulation that
exempts DND from paying tolls/fees/ferrys/etc when in the performance of
their duties. The final response we got from the AJAG was to pay the toll.
Presumably it wasn't worth the time or effort to challenge the company who
runs the bridge.
So, I agree with the previous poster, unless your base has a policy on
tickets (ie they will pay if a duty vehicle is ticketed) or agreement with
the municipality you will probably have to pay the ticket. Plug the meter
and claim it.

The National Defence Act contains a section to the effect that no-one
shall demand a toll from any vehicle used in military service. The
Harbour Bridge in Saint John and the Cobequid Pass in Nova Scotia will
cheerfully let you by, but at least one commissionnaire on the MacKay
Bridge in Halifax was pretty coarse in insisting on getting paid.
