Mandatory:

* Experience in the development of strategies and plans for
procurement activities;
* Proven experience in the planning and execution of large-scale
procurements in the public sector environment, including a strong
background in the procurement of technological solutions;
* Proven experience in working with vendors and advising senior
decision makers to effectively manage any issues that may arise during
a large procurement;
* Experience facilitating working / consensus building sessions and
delivering presentations to executive management;
* Superior writing skills including collaborative document development
experience;
* Strong working knowledge of MS Office and document management
(version control, etc.);
* Demonstrated ability to effectively consult and collaborate within a
multi-discipline and virtual organizational structure.

Responsibilities:

The Procurement Coordinator position is responsible for the
development of the Request for Proposal documentation and coordination
of activities that will lead to the successful procurement of client's
application solutions and services. Specific responsibilities will
include but will not be limited to the following:

* Work with the project team(s) to determine \ validate requirements
in a format suitable for an RFP including consolidation of information
from various project documents;
* Work closely with the client's procurement group to document and co-
ordinate RFP activities, including schedule, public web site contract
opportinity notice for posting by the client procurement services;
* Develop mandatory requirements, and the evaluation methodology,
criteria and weights;
* Create the RFP document(s) and carry out iterative reviews in
conjunction with the project team to ensure these align correctly with
the necessary technical specifications;
* Prepare any briefing notes required to obtain approval to release
the RFP, including the provision of any background material necessary
to facilitate project approvals;
* Assist in responding to proponent enquiries including support for
vendor briefings;
* Oversee the evaluation process to ensure fairness and compliance
with policy;
* Provide advice, as required, to the evaluation team during the
evaluation process including drafting of the evaluation report;
* Work closely with the client's procurement to prepare any briefing
notes and the provision of backup documentation required to obtain
approval for contract award;
* Prepare any business cases/briefing notes required to obtain
approval to award a contract based on the results of the evaluation;
* Provide advice, as required, on any resulting contract negotiations
which may include seeking legal direction or specific opinions;
* Assist in the development of statements of work and provide advice,
as required, on the resulting contract operations;
* Provide procurement advice to project team(s) to determine/validate
requirements to enable the RFP process and successful outcome;
* Carry out stakeholders working sessions to obtain consensus on RFP
detailed business requirements and technical specifications including
iterative reviews;
* Provide advice, as required, on the resulting contract operations.
