(plus a few additional ones from elsewhere in Canada)

This publication, now in its third year of publication, is growing at
an exponential rate, presumably at the same exponential rate that the
immigration/refugee consulting and lobbying industry is in Canada.
Since much of this industry is funded though legal aid funds, and the
billions of dollars of grants these "non-profit" and "charitable
organizations" get from our federal, provincial and municipal
governments, presumably the costs to we taxpayers is growing at this
same exponential rate. This publication is no longer issued monthly,
due to the increasing efforts just to research this flood of new
groups and companies, but will be issued quarterly. At one time the
text was only 20k unzipped, but this past year has broken the 100k of
unzipped text level. Only after the new White and Yellow telephone
directories are issued in May and July of each year, do we actually
verify each and every phone number is still in service and still for
the same organization.


I came across some interesting information in the 1996-1997 Toronto
Yellow Pages as well as on the Internet.


What brought this to my attention were some very poignant
advertisements as summarized below:

(This organization appears to be out of business.
They have gotten thousands of rejected immigrant
and refugee claimants landed status even when they
were in hiding for deportation orders. They have
obtained landed status for thousands of others
trying to enter Canada. What happened to them
after all these years is anybody's guess since
the media is refusing to report on them since they
consider it politically incorrect to report the
negative side of immigration. Rumour has it that
the RCMP busted them for selling thousands of forged
Canadian immigration and visitor visas overseas, but
the RCMP refused to comment though they acknowledged
having an ongoing investigation of this organization.)

parts of Toronto that say if you have been rejected, have a
deportation order against you, or if you are in Canada
illegally, he can keep you in Canada . . . guaranteed.)
The owner, Antoni Shellton is a "Black Activist" and is
Chairman of the organization called the Urban Alliance on Race
Relations, which is often consulted by governments on race,
policing, justice and affirmative action issues as well as
receiving millions of dollars in government funding to
support its efforts in lobbying the government to change its
laws and policies. (Previous years' phone books also used to
include in the advertisements "YOUR IMMIGRATION SHORTCUT", as
well as highlighting that their specialties were "rejected
cases.")


There are countless people advertising for people to come to
Canada, for a fee, on such Internet newsgroups as:
soc.culture.bangladesh. Here is one such advertiser who also
has a "Web" page (http://www.worldsfinest.com/canada) that you
can access any time. This is an "immigration consultant"
named Abdul Rashid Khan Niazi, or maybe that is the name of
the company. He/they provide a list of "reasons for
immigrating to Canada." Many of the other immigration lawyers
and consultants with Web pages have similar lists.

Visa Seminars International (jointly owned by the two leading
immigration law firms who are the same building: Hoppe, Bruner and
Associates, and Jackman and Associates,) Ben Tiffany and Alexander
(Laywers,) Green and Siegal (Lawyers,) Greenburg Trister Turner
(Lawyers) and Shellton Immigration Services, are considered to be the
five biggest organizations in terms of numbers of applicants and
presumably also in the profit they make at the expense of this country
and its citizens. Visa holds seminars worldwide on immigrating to
Canada, and like Ben and Alexander, gets most of its clientel from
Asia, while Shellton gets a large proportion of its clients from the
West Indies, Latin America and Africa, though all these services will
take clients with any background from anywhere in the world. Shellton
encourages prospective Jamaican immigrants who get turned down as
Permanent Residents to file claims as "Refugees" as a means of
remaining here. Like the Ben and Alexander ad says: "100% success
rate"! These companies will do anything to ensure their success,
meaning to get permanent resident for immigrants and refugees.

Because of ads such as the above in the Yellow pages, and much more
bold ones in newspapers (both regular ones and ethnic ones) some even
saying that they don't care if you are here illegally or what your
background is, I have made up this listing from the 1996-97 Toronto
Yellow Pages from the Immigration, Lawyer and Paralegal categories, of
those who specialize in getting immigrants/refugees into this country
or in getting them sponsorships involving them replacing existing
Canadian workers. If you want to get a lot more names and addresses,
you will have to learn other languages and look them up in the various
ethnic newspapers in the city.

Language is a major limitation of this listing as many of the lobby
groups go under names that are in the language of the groups' origins
and not in English. Many of these groups also only advertise in a
language other than English and though they appear before government
hearings to make submissions to influence government policy and
legislation, or apply for government grants, often do not publicly
list themselves in telephone directories; sometimes these are only
shell organizations in an effort to lend credibility to individuals or
groups to obtain government grants and to influence our governments.
This language barrier is used by ethnic based groups to advantage, as
they demand that employers advertise in their languages and in their
ethnic newpapers so as not to be discriminating against their ethnic
group under Employment Equity laws, while at the same time, often
exclusively advertising jobs available in "ethnic-owned" businesses in
their "ethnic" media or using ethnic-based networking to shut out
those who are not members of their ethnic group; a clear
double-standard but legal under Canada's Employment Equity law which
sets minimum quotas for "visible minorities" but does not set quotas
for the majority groups, nor does it set any penalties if the
majority is purposely discriminated against.

A rapidly growing source of international advertising for these
parasites is the Internet. Even immigrant high school and university
students are setting themselves up, often with government grants for
new startup and immigrant businesses, as "immigrantion consultants".
Since there are now so many of them, you will find them quickest on
the World Wide Web by using one of the many WWW "Search Engines" such
as http://www.lycos.com and searching under "Canad immigration" which
will do searches of all items containing the word immigration and
either Canada or Canadian. You can also look in the various Internet
Newsgroups catering to foreigners, such as soc.culture.----------- ,
where "--------" is replaced with things such as bangladesh, indian,
china, etc.. There are also a lot of ethnic cultural, news, services
and newspaper sites that list immigration consultants and lawyers that
advertise their services. This seems to be a major source of jobs for
recent immigrants and refugees, according to my government sources, to
become an "Immigration Consultant" to get more immigrants and refugees
into Canada; too bad it is not something that contributes to our
economy or society.

Another set of businesses that I would appreciate information on, are
ethnic-based "currency exchange" companies that are used for funneling
money out of Canada back to their home countries, and also
ethnic-based "employment agencies" that arrange employment (or at
least letters promising employment) for prospective immigrants to get
them into Canada. Many of the immigration companies are expanding to
provide more services to prospective immigrants/refugees, including
investment services, helping them get driver's licenses, as well as
helping them to get money from various government programs for
immigrants and refugees.

This file is for informational purposes only. Although these leeches
are profiting at the expense of our society and at the expense of
those prospective immigrants/refugees who use their services, I am in
NO way suggesting that you take any actions, violent or otherwise,
against these parasites. This is only to let you know how widespread
this abuse of people is. (Of course they also have their own lobby
groups that donate to political campaigns and parties, and those
politicians who have been bought by these people are just as guilty
of any offences as they are, and also pay back these campaign
donations by providing very large amounts of taxpayers money as
government grants back to these special interest groups.)

Some services have been deleted because they are no longer in business
and their phone numbers have been discontinued, but many new ones have
been added thanks to advertisements in newspapers, the Internet, and
the Yellow Pages telephone directories. (I have refused to learn
Mandarin to enable me to use the new Chinese business directories that
I am certain list many more names.) Some services have changed their
listings to unlisted phone numbers, but the organizations continue to
either get immigrants and refugees into this country, continue to
lobby the government for increased immigration, and/or continue to
receive large government grants, and therefore were kept on this list.
Many of these organizations are not very visible to the public, and
only appear in government hearings, or within the "minority"
communities themselves, only being known through ethnic-based
networking to maintain a low profile among the majority of Canadians.
Should you see any advertisements in newspapers, ethnic newspapers,
magazines or other sources, please forward them to the author via the
Internet (Usenet) newsgroup "alt.politics.immigration" by posting the
message to everybody but with the subject of "Glen Moore"; include the
source of your information, whether it be an advertisement or a news
article, the name of the publication, the date, the page and where on
the page the information was, for verification purposes.

[We have also added notations after the telephone numbers of
organizations if their addresses appear to be the same as other
organizations or businesses on this list. They could be at a
different suite number in the same building, or they could be the
same or similar group that uses more than one name, in an effort to
have more than one voice in public hearings, or to get multiple
government grants from the same government department and for the very
same purpose. Rows with the same symbols after the telephone numbers
have the same address listed in telephone directories. Eventually, we
will get around to investigating them, one by one. So someone listed
in the consultants listing may also have the same address as a
"non-profit" lobbying group, in the other list, and the "coincidence"
has been noted.]

This list continues to expand as the number of Pro-immigration lobby
and service groups increase and open up additional offices thanks to
expanded government funding at a time when these same governments are
cutting back on services to Canadians. Also more lawyers and
consultants are getting into the "immigration business" as they see
the millions of dollars to be made in it. Even the Canadian Bar
Association gives expensive seminars to teach neophyte lawyers how to
set up an "Immigration/Refugee Practice" and learn how to get around
Canada's Immigration/Refugee laws and regulations, as well as to how
to maximize their profits from provincial Legal Aid programs.

Lawyers and those immigration consultant companies employing
lawyers, accept legal aid, which costs YOU the citizens of this
country $80 per hour for the lawyers time, even though the
clients are not citizens of this country or landed immigrants;
many if not most of the clients are here illegally! This work
isn't just for the initial application for but often for first,
second and third appeals of rejection decisions and deportation
orders. Even if the lawyers didn't overcharge for their time,
(which most legal aid lawyer do,) that works out to over
$160,000 a year (for 40hours/week, 50weeks/year) for each
lawyer in each one of these firms!!!


PRO-IMMIGRATION POLITICAL LOBBYING GROUPS

Most of the organizations in the following list, get very
substantial funding from government grants (all taxpayers' money)
not only to lobby for increased immigration but also for more
money, "Heritage Language" programs in our schools and for other
Multiculturalism programs. When the government seeks public
consultations on issues, these groups are usually among the
first, and sometimes only, to be consulted (each with their own
agendas funded by the taxpayer.) And of course these groups not
only get money from every level of government, they can get
multiple grants from different departments or ministries in each
of the levels of government. We pay most of these organizations
to have full-time personnel to distribute their viewpoints and
wishes to the media as well as to lobby our governments, to
change our society to how they want it to be regardless of the
wishes of the majority of Canadians.

This is NOT a comprehensive list. It is only a sample of a few of the
thousands of such group that exist in Canada. These names were
primarily chosen from agenda listings for public hearings on such
issues as immigration policy, ethnocultural issues and affirmative
action programs, as well as being regularly quoted by the media, and
from federal, provincial and municipal government documents regarding
the grants they receive at the expense of the Canadian taxpayers.

This is probably the most powerful lobbying group in Canada
funded by the taxpayers with huge grants. It lobbies for
Affirmative Action programs as well as loosened immigrant
and refugee restrictions. They get government funding,
though in 1992 their unverifiable members donated nothing
to the organization and in 1993 only donated $770 in total
to their own cause. In addition to often being called into
Government consultations and hearings to decide the future
of Canadian government policy and law, they also very
regularly distribute "fact sheets" and news releases to the
media which are misleading or outright false in content.

Their web site claims that the Metro Toronto Police
are racist and uses the example of the death of
Lester Donaldson as "proof".
They now also have a very expensive on-line database on
legal cases involving racism and "inside information" on
groups that they claim are racist including many political
and research groups.
And they continue to get many government grants in spite
of the high salaries they pay their directors, plus the
high fees charged for their "data bank" services, plus
get the tax benefits of being a "non-profit" organization
though as professional lobbyists they should be disqualified.
They demand more and more benefits and advantages for
"visible minorities" including affirmative action programs
in Law school and "race norming" of school grades
(adjusting marks so that equal proportions of students
pass and get honours marks on the basis of gender and
race). Often they will provide free legal representation
to Native Canadians (though this would have been available
to the person anyways through Legal Aid) and then use this
person as an "example" to get things changed for all
Native Canadians and Visible Minorities in Canada, on the
basis that Canadians are often much more sympathetic
towards Native Canadians. They even use this technique
in grouping Native Canadians together with Visible
Minorities when applying for government grants such as for
"the arts" to ensure they get the grants, though often the
grants serve little benefit for "Native Canadians" and are
principally for the benefit of "visible minorities".
And in addition to the multitude of government grants they
get, they even get money through The United Way!

small number of the groups that receive government grants; this list
only includes the most noteworthy groups. To include all the "special
interest groups" the government consults with or gives taxpayer's
money to would be a listing dozens of times this size. The names

the government prefers to listen to these groups over the voices of

The Ministry of Citizenship and Culture even has the "Lincoln
Alexander Award(s)" which celebrate activist immigrants.

The Internet Usenet newsgroup misc.immigration.canada which led to
so many Immigration lawyers and consultants advertising on the
internet was first set up by a Government of Canada employee:
Mr. Donald S. Cameron. He has done such infamous posts as the reply
in late 1994 to a self-proclaimed illegal immigrant who had been
refused entry on the grounds that he had Tuberculosis; Mr. Cameron
replied that he would likely get Permanent Resident Status if he
reapplied on "Humanitarian Grounds" since he was unlikely to receive
adequate medical treatment in his own country. Mr. Cameron continues
to post and encourage anyone and everyone to emigrate to Canada.
Though due to complaints about him he no longer answers specific
questions for public viewing on the newsgroup, he does answer e-mail
and he even set up the government immigration web site at
http://cicnet.ingenia.com/english/pub/occ. (Now the advertising goes
on in misc.immigration.canada misc.immigration.misc as well as in
many of the various soc.culture.--------- newsgroups. He has been on
television many times promoting himself and his efforts on the
Internet. Now he has retired from the Canadian civil service and
continues to work as an immigration consultant in Seattle Washington,
for a Vancouver immigration law firm call Loh and Company.

(And why is Human Rights under the Control of the Citizenship
Ministry? Do they have their own private agenda? Considering how
many grants they give to special interest groups, that have nothing to
do with citizenship, and without ever auditing what the money was
actually used for, these many departments and where they give away
taxpayers money to, must be investigated. The perfect example of
abuse is the $35,000 grant given to Dudley Laws by the Ministry of
Citizenship, part of $200,000 given to various ethnic special
interest groups to fight Showboat for being racist, and after Dudley
been convicted of smuggling immigrants.)



Note: If you go to the Ministry of Consumer and Corporate Affairs for
Ontario, Business Registry, at 375 University Avenue, 2nd floor,
just up the escalator (and turn left,) for $8 per request, you can
find out the names and addresses of the owners and officers of these
companies that profit at your expense and the expense of this country!
(All "Non-profit" associations are supposed to register here too, and
these also are available for $8 per organization/company. This would
be interesting to do for all of the lobby groups, since many such as
the Canadian Cambodian Association that received $150,000 from the
federal government and $45,000 from Ontario, is not even listed in any
telephone directory, and therefore is not included in this list.)

Remember that due to how huge this industry is (in the billion of
dollars a year,) most of these services have many phone and fax lines.
Some will be listed in the phone book, others will be available just
by calling up and asking, or by visiting and looking at their phones
for other phone numbers. Some of these services even have 1(800)
numbers or other secret numbers in case their clients have been found
or arrested! Now many of these businesses and organization now have
Internet e-mail addresses and Web sites.

If you have any additional information to be added to this list,
please post it under the subject of "Glen Moore" on the Internet
(Usenet) newsgroup alt.politics.immigration and I will eventually get
it. I will need the source of your information for verification.
I can't be aware of everything, so if you see any interesting
articles in newspapers or magazines, please also post that with
the name of the publication, the date and the page number. We
really need the names of lobbying organizations that donate money
to individual politicians and political parties. The number of
"Non-Profit" organizations continue to grow at an exponential rate
as people in the "ethnic/immigration/refugee" INDUSTRY realize just
how much money they can milk the public for through government grants.
Even the existing groups continue to expand, moving to larger premises
and opening additional offices, which are often not publicly listed,
though I have managed to get several of them. This is all done with
taxpayers money, to promote their own beliefs and to make money off of
the public.

As an example of the sorts of grants handed out in 1994, the
Iranian Community Association of Toronto received, $170,600 in
federal, $76,024 in provincial, $39,750 from Metro Toronto, and
$7,925 from the City of Toronto in the form of various grants.
The Lao Association of Ontario/Toronto received $82,888 federally,
$52,300 provincially and $13,000 from Metro Toronto.
Even the smallest of groups, the Eritrean Community Centre received,
$99,492 federally, $29,617 provincially, $10,150 from Metro, and
$9,150 from the city in various grants. The federal grant was kept
under $100,000 so it would not get recorded in the annual public
edition of The Public Accounts of Canada. The federal government
often breaks up larger grants into two or more grants, each under
$100,000 so that is does not get published in The Public Accounts of
Canada, a common reference for journalists. This is only one of a few
funded Eritrean groups and Eritrea is a country of only 121,400
people! When you consider that there are some 264 countries in the
World, that there can be many groups for each country, plus there are
groups based upon, larger areas, small regions, and groups based upon
religions, the number of groups are endless yet our governments assume
that all the groups represent a "community," that these people
represent the people they claim to represent, and that they all
deserve unrestricted public funding.

I have not even begun adding my research on the millions spent by the
province for "race-based" ethnic non-profit and rent subsidized
housing co-operatives. These provide very low cost housing for these
"special interest groups" while others (presumably Canadians) who
find they need subsidized housing have to be on waiting lists for
several years before they can get even the worst of places. If any
other groups created housing at the public's expense ONLY for certain
races, it would be called what it is: RACIST, but these groups get
very expensive exceptions made at the cost of all taxpayers.

Just making a listing like this helps to reduce abuses. After posting
messages on many BBS's about an Immigration Consultant who put ads in
Toronto Computes in 1993 which said if you were a Computer Programmer,
he would get you "Permanent Resident Status" even if you were here
illegally, the ads were withdrawn. This is a matter of Freedom of
Information. If we don't know who is lobbying which politicians and
what money is given to them, or what taxpayers money is then given
(publicly or hidden) to these "special interest groups," then we have
no way of knowing which politicians are doing what, in the worse
interests of Canadians!

Of additional interest it the abuse of the Internet. It seems that
groups such as the Federation of Chinese Students and Scholars in
Canada, are using Canadian university computers and internet sites to
distribute information on how to misrepresent oneself on Canadian
immigration application forms to guarantee acceptance. Canadian
immigration businesses are also using the internet and some are using
PGP encryption so that they can discuss illegal matters in absolute
safety. There are even mailing lists now for discussing techniques of
getting around Canada's immigration restrictions. These abuses must
be exposed to the Citizens of Canada and our governments forced to
close the loopholes and prosecute those who violate our laws.
