Jean-Francis and all,

This has been a known issue for a while, thereby resulting to Cameroon's
registrar of .cm domain to postpone the registration process a few times.
Cameroon's situation is unique due to the lack of any adequate IT/ICT
infrastructure, lack of an IXP, lack of IT/ICT Governance, lack of
Information Security/Cyber Security Policy and lack of clearly defined
Information Security Awareness Training programs. Most businesses in the
United States of America have been smart enough to acquire their
corresponding .cm domain names in order to avoid any CROSS SITE SCRIPTING
initiated by computer hackers. A good example is www yahoo.cm which
redirects to www.yahoo.com. It is worth noting that Cameroon is also second
(world-wide) to Zimbabwe in software piracy. My understanding is that the
Cameroon's Minister of Post and Telecommunications may be interested in
taking steps to address these issues. What we can do at this time is to
schedule a meeting with individuals in the Ministry of Post and
Telecommunications to discuss a risk mitigation and remediation strategy
which may include but not limited to the development of a Cyberspace
governance and assurance policy etc. This is sometime I can help in case
there is an interest. I need your thoughts.

Regards,

Celestain Fonge, CISM

Hi all,

yes this as been a know issue for a while !

I have read the McAfee report (http://us.mcafee.com/en-us/local/docs/
Mapping_Mal_Web.pdf) and "interessing" is that .cm is the most
dangerous TLD but don't appear in the e-mail danger and download-risk
list.

You are whright with you vew of the sistuation but i'm thinking taht
it's more a lack of IT/ICT Governance and first of all
the specific definition of the IT/ICT state actors in Cameroon like
NATIC, MINPOSTEL and ART .

sinceely,

Lisa

Hello all,

A quick resolution to these issues is to get all the parties involved to
meet and discuss a going forward IT/ICT strategy for Cameroon with clearly
defined roles and responsibilities. Is anybody from these sectors (ANTIC,
ART or MINPOSTEL) on this forum? Honestly this stuff is not rocket science
and can be addressed very easily.

Hello,
i think that ANTIC is the right actor.
Minpostel make the politic strategie and ART have a focus on the phone
telecomunications

Take a look at these ANTIC ICT-Policy point:
http://www.antic.cm/IMG/pdf/Plan-Actions-2009-ANTIC-20-03-2009.pdf
(french version idon't find the english version)
Page 10 you can read:
- Etat des lieux de la commercialisation du «.cm »
- Elaboration de la politique de gestion du «.cm »
- Mise en place de l’infrastructure technologique pour la gestion
automatisée du «.cm »

another document:
http://www.antic.cm/IMG/pdf/Cameroun_National_ICT_Policy_10-03-2008.pdf
(englisch version)

regards, Lisa
