shutter speed - TV mode

I have a canon 7d with an 18 - 200 ( 3.5 - 5.6) zoom lens. Ive noticed that when I put the camera into TV mode the shutter speed display is broken ( only part displayed ) and the aperture shows 2.2 and blinks. I alter sutter speed with main dial but cant get it to function. Im sure Im doing something wrong as camera works perfectly in AV mode. Any help would be appreciated
