It is not hard to do so if people are dedicate and care enough, and they simply just pack their bag and spend couple weeks or months in Cambodia---depending on their time and financial circumstance!
For the ordinary folks they simply do not have time to learn while they were busy worrying about where their next meals are coming, will their land be safe from land grabbers, and etc.

I equally share the same wisdom and initiative... Hun Sen's Government is best at its core in teaching Khmers on the opposite side of the equation if Bro James Sok!
I think you have to do some James Bond actions in order to make Khmer people learn the Laws and Orders as well as giving them iPad and Internet Access from Huts to Hotels! Uninstall the Paltalk Apps!
